- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT�� ACTION CODE: SPECIAL NOTICE� SUBJECT: Sole source procurement of a high-tilt tomography holder for transmission electron microscope� SOLICITATION NUMBER: NB643080-23-00487� RESPONSE DATE: 03/03/23� DESCRIPTION:� The National Institute of Standards and Technology (NIST)/Material Measurement Laboratory (MML) owns and maintains an extensive suite of electron microscopy tools for the characterization of materials at high spatial resolution. One class of these instruments is the transmission electron microscope (TEM), which can analyze the structure and chemistry of materials at the atomic-scale.� One operation mode of this instrument is electron tomography, wherein a series of images of the specimen are collected over a range of specimen tilts.� This image series is then used to reconstruct a three-dimensional picture of the specimen.� This type of work requires specialized holders designed specifically for this task.� MML currently owns two of these holders.� The first of these is designed to accept specimens mounted on a cylindrical pillar which can then be tilted +/- 90 degrees in the microscope.� The second holder can accept conventional circular TEM grids or half grids, but the tilt range is limited to approximately +/- 70 degrees.� Future work in electron tomography requires that we be able to collect tomographic tilt series data over a range of specimen tilts from +/- 90 degrees from a specimen mounted on a 3 mm diameter TEM half grid.� The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Hummingbird Scientific located in Lacey, Washington to purchase this microscope system holder� Sole Source justification is based on the following:� Extensive market research of all known manufactures of tomography holders compatible with the NIST owned Thermo Fisher Scientific has identified that Hummingbird Scientific is the sole company who can provide this equipment to NIST.�� Hummingbird Scientific has stated they are the only authorized source and have no resellers for this equipment in writing.� NAICS code for this requirement will be 334516 � Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees.� No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 03/03/23 will be considered by the Government.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely� within the discretion of the Government.
