Description
The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville ( FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Continuity Global Solutions (CGS) to provide information technology (IT) cybersecurity preparedness and IT vulnerability management support, specifically to address critical network vulnerabilities located at Comalapa, El Salvador. CSL does not participate in U.S. government IT networks including Navy/Marine Corps Intranet (NMCI) and maintains its own excepted network enclave (ENE) locally, which includes Non-Classified Internet Protocol Router Network (NIPR). CSL�s ATO is currently in Step 4 of 6 for NIPR and SIPR systems. CGS has already completed 80% of the required tasks. This requirement would bring the program up to 100% upon completion Using a different vendor would force CSL to restart Step 4, causing a delay in the timeline and would put the entire program at risk based on proprietary design consideration. It would also result in a significant increase in time and costs to the government. Due to the nature and urgency of the requirement, the performing vendor has to be vetted by a third party 60 days prior to performance. The applicable North American Industrial Classification System Code (NAICS) code these services fall under is 541512, Computer Systems Design Services with a size standard of $30M. This notice of intent is for information purposes only. All sources that believe they are eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability and technical representation to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within five (5) calendar days after publication of this notice, to the effect that technical acceptable items are available and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
