Description
Background The U.S. Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ) is a highly professional, customer-focused organization with an enterprise-wide, strategic approach to procurement. OAQ operates as a full business partner with internal and external organizations and serves as a strategic asset dedicated to improving the agency's overall business performance. Headquartered in Washington, D.C., OAQ has an authorized workforce of over 200 employees engaged in procurement operations throughout the United States. To accomplish its mission, OAQ is organizationally aligned with its customers to provide a one-stop-shopping experience for all requirements. Purpose of Request for Information THIS IS A REQUEST FOR INFORMATION (RFI). ICE issues this RFI to provide notification of an upcoming procurement and to determine the level of interest in this requirement. DHS/ICE OAQ is seeking to identify sources that can provide Acquisition Support Services in accordance with the attached draft Performance Work Statement (PWS) (Attachment A). To do this effectively, contractor resources must work closely with OAQ personnel. Responses to this RFI will be used to identify applicable DHS Strategic Sourcing vehicles and set aside opportunities for small business classifications. Therefore, while not responding to this RFI does not directly preclude a vendor from participating in a future solicitation, not responding to this RFI could impact procurement decisions that affect a vendor�s ability to participate in a future solicitation as a prime. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, ICE will not accept unsolicited proposals. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this requirement. All submissions become Government property and will not be returned. Description of Requirements This is a recompete of Task Order ICE Order No. 70CMSW20C00000005, which is currently being performed by AttainX, Inc as an 8(a) set-aside. For a full description of the requirements see attached �Draft� Performance Work Statement (PWS). The Contractor shall provide qualified personnel to manage and execute all aspects of the PWS. Submission of Company�s Qualifications and Experience Interested parties are requested to respond to this RFI with a submission of the company�s qualifications and experience. Responses must be submitted in size 12 Times New Roman font with single spacing and 1� margins. The white paper shall include the following: RFI Administrative Information one (1) page limit At a minimum, interested parties shall provide and include the following: Name of firm, mailing address, firm UEI, firm phone number and e-mail of designated point of contact. Small Business Administration (SBA) business classification based upon North American Industry Classification System (NAICS) code 541990, All Other Professional, Scientific, and Technical Services (i.e. SBA certified 8a small business, SDVOSB, Economically Disadvantaged WOSB (EDWOSB). Current contract vehicles that your firm holds such as Stars, OASIS, GSA Schedule, etc. RFI Responses five (5) page limit Interested parties shall submit their responses in accordance with section 6 of this RFI and ensure the response addresses all of the questions outlined below: Please provide three examples of contracts under which your firm has provided contracting support, including the dollar value, customer, and period of performance. How does your firm recruit contract professionals? What methods do you use to attract qualified professionals, How does your firm retain contracting professionals? What specific training, if any, do you provide to ensure your contracting professionals are effective at their positions? How do you manage the personnel assigned to support government agencies in a remote/telework environment to ensure engagement and effectiveness? How does your firm verify proposed individuals� credentials? What methods do you use to identify contracting abilities and how do you determine contracting skills and abilities while reviewing applicants?� If someone isn�t performing satisfactorily, what approaches do you have to improve performance?� Please provide any questions/feedback on the Draft PWS for the government�s consideration (if applicable). What, in your opinion, is the most important criteria in evaluating a contractor�s ability to provide best value contracting services? Do you think a minimum education requirement (such as Bachelor�s) and/or a minimum number of years of experience will ensure optimal performance? Why or why not? Questions??????? Questions about this RFI must be sent to DHS/ICE via e-mail to Abeer.Saleh@ice.dhs.gov and to Servia.Mendez@ice.dhs.gov by Friday, February 24, 2023 at 10:00 AM (EST). All submissions shall include in the subject line �(Firm�s Name) Questions about ICE Acquisition Support Services RFI.� Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after the due date deadline will be answered. The Government reserves the right not to respond to questions/provide clarifications and/or include responses in the resultant RFQ if one is issued. Submission Instructions Responses shall be received via e-mail as one electronic submission in Adobe PDF format with the subject line �(Firm�s Name) Response to ICE Acquisition Support Services RFI.� Submissions must be received no later than Friday, March 3, 2023 at 10:00 AM (EST) and submitted to Abeer.Saleh@ice.dhs.gov and to Servia.Mendez@ice.dhs.gov. Early submissions are encouraged. ICE makes no guarantee of review of late submissions. All company proprietary information, performance capabilities and/or future modifications must be clearly identified and marked so segregation of proprietary information is required.
