This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. I.A. Project Title: Purchase of Kitchen Equipment I.B. Project Location: VA Greater Los Angeles Healthcare System (VAGLAHS) 11301 Wilshire Blvd, Building 500 Los Angeles, CA 90073 I.C. Solicitation number 36C26223Q0577 is issued as a Request for Quotation (RFQ). I.D. Set Aside: This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 I.E. Applicable NAICS code: 333241 I.F. Small Business Size Standard: 500 Employees I.G. Type of Contract: Firm Fixed Price I.H. Period of Performance/Delivery: 90 days after award II. General Requirements: The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, VA Greater Los Angeles Healthcare System is seeking sources that can provide kitchen equipment of brand name or equal that, at a minimum, meets the below salient characteristics. SALIENT CHARACTERISTICS: U0015 Mobile Aluminum Dunnage Rack, Global Industrial T9F796748 or Equal Material: all welded aluminum that resists corrosion. Casters: 4 casters (2 rigid, 2 locking swivel casters) that are rated at least 450 lbs. each for a total of 1,350 lb. capacity. Casters must be 4 x2 with a variance of +/- 1 . NSF approved. Dimension: 20 (D) x 48 (W) x 8 (H) with variance of +/- 1 . K5550 Universal Pan Rack, Advance Tabco UR12 or Equal Material: Stainless Steel or Heavy-Duty Aluminum. Must have welded joints and racks. Full swing doors (270-degree opening) for maximum access. Must have ventilation cap that maintains the ideal balance of moisture Fully operational without any electricity. Must have airtight gaskets that are removable for easy cleaning Must have Handles NSF Listed Maximum Size/Dimension Allowed: 27 (D) x 20.5 (W) x 54 (H) K2230 Dispenser, Meal tray, Mobile, Aladdin Temp-Rite TDS350 or Equal Stainless Steel sides and frame with two open ends Four 5"" (maximum) extra load swivel casters, 2 with locking brakes Must be capable of field adjustable, self-leveling tray dispensing Must have handles Must equip non-marking bumpers on all four sides. NSF Listed IV. DELIVERY AND INSTALLATION: All items must be delivered and or installed after receipt of purchase order but not earlier than 05/15/2023 and not later than 06/15/2023. Vendor must be capable of offloading the equipment from the truck, moving the equipment to the correct delivery location in the space, uncrating or unboxing the equipment then removing all trash, and setting up the equipment according to the manufacturer`s specification followed by testing the equipment to verify that it is operational. Equipment installation paperwork & warranty information must be handed to the approved government contact onsite. V. Other Pertinent Information or Special Considerations a. Packaging, Packing and Shipping Instructions. Packaging to include all user guides and manufacturer cleaning instructions. b. Inspection and Acceptance Criteria. Equipment must be new and in good working order. VI. Offeror quotes must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise will be considered non-responsive. The technical specifications for this requirement are listed for Brand Name or Equal. VII. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. All offeror quotes for this solicitation must be received electronically through email to David Odne at david.odne@va.gov no later than Monday, February 27th, 2023, 11:00 AM PST. All interested companies shall provide quotations for the following requirements outlined in Enclosures 1. Ensure to reference solicitation number 36C26223Q0577 within subject line of the email. Any offeror quotes received after the prescribed date/time shall be considered non-responsive and will not be considered for award. Any questions regarding this solicitation must be received electronically through email to David Odne at david.odne@va.gov no later than Tuesday, February 21st, 2023, 1:00 PM PST. VIII. Ensure the following are completed and/or included in the offer packet: VIII.A. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee. The invoice must include the correct payment address. XIII. All shipping costs will be included in the cost of the hardware in the contract. XIV.
