The reason for the amendment is to correct the following: Statement of Work states for� A.1.b) : ""b)The instrument shall support 2 dedicated 30 A, 200-240V electrical UPS circuits and shall have both electrospray ionization and atmospheric pressure chemical ionization capabilities."" Corrected to state: A.1.b_ ""The instrument shall run from one (1) UPS that has two 30A 200�240V electrical outputs and�shall have both electrospray ionization and atmospheric pressure chemical ionization capabilities. 2.� All other terms and conditions remain unchanged. *************************************************************************************** *This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with FAR 13 and additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is 75F40122Q00071 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 334516- Analytical Laboratory Instrument Manufacturing. The small business size standard for NAICS 334516 is 1000 employees. The requirement will be awarded as Firm-Fixed Price and Full and Open Competition. Prospective Offeror�s are responsible for downloading the solicitation and any amendments from Sam.Gov. The Government reserves the right to award this order without discussions if the Contracting Officer determines that the initial offer is providing the Best Value to the Government and discussions are not necessary. The Government intends to issue a Purchase Order. The U. S. Food and Drug Administration (FDA), has a need to procure one (1 each) an ion-mobility quadrupole time of flight (IM-QTOF) Mass Spectrometer. Description: Statement of Work The Vendor shall indicate if the minimum salient characteristics have been met to be considered responsive for this requirement The entire system shall be able to reside on a maximum bench of dimensions 30� x 160� (with height clearance of 89�) during operation. Instrument Requirements and Deliverables: IM-QTOF Instrument Requirements: Bench-top QTOF mass spectrometer shall include ion mobility as an orthogonal dimension of separation The instrument shall support 2 dedicated 30 A, 200-240V electrical UPS circuits and shall have both electrospray ionization and atmospheric pressure chemical ionization capabilities Maintains QTOF performance (mass accuracy, resolution and dynamic range) independent of Ion Mobility. QTOF performance is maintained without having to remove the IMS portion of the system. Mass spectrometer can be used in IMS-QTOF or QTOF-only mode, and the user can switch between modes at a click of a mouse, or within a sample worklist. Direct Single Field Collision Cross Section (CCS) calculation for any feature found in a chromatographic run: Drift tube IMS provides a direct accurate method to calculate collision cross sections. Drift time information obtained for ions using this technique allows the user to directly calculate the collision cross section (CCS) for those ions, without the need for reference standards or calibration tables, and compare them to published literature data or in silico predictions. IMS-QTOF system shall allow use of nitrogen and helium as drift gasses. ESI source shall be an orthogonal single-deflection source of 90-degree ions, and include thermal focusing beam collimation to minimize preventative maintenance while maximizing system sensitivity. APCI Source and ESI sources included in purchase. The source shall have a built-in calibrant delivery system for automatic introduction of reference masses. It shall be able to deliver the reference mass solution simultaneously with the HPLC eluent to ensure real-time internal mass correction for MS and MS/MS operation to achieve the best mass accuracy in a consistent fashion. Drift resolution for singly charged compounds shall be greater than 50. IMS-QTOF system shall have an autotune function that tunes and calibrates all MS system components, including IMS and QTOF components, without any intervention from the user. Moreover, the autotune must be available to run within a worklist, without user intervention, since different compound classes (with various m/z ranges) might be targeted within the same sample worklist. The instrument shall deliver 1 ppm RMS mass accuracy or better as measured from 10 repeat injections of Reserpine measured at (M+H)+ ion m/z 609.2807. In MS/MS mode, the mass accuracy must be equal to or better than 2 ppm RMS on m/z 397 of Reserpine from 10 repeat injections. Mass resolution shall be greater than 40,000 FWHM using an m/z 2 microplates. Shall use columns and connections capable of withstanding up to 1,200 bar and made of stainless steel Injection synchronization capabilities via contact closure method to couple mass spectrometers of major manufacturers (Agilent, Sciex, Shimadzu, Thermo, Waters). Shall include a column compartment with temperature range from at least 20�C to 90�C. Thermostat for the auto sampler shall contain following features-Temperature range-settable from 4�C to 40�C (�1�C) in 1� increments Operating software capable of operating components of the instrument. Ultraviolet-Visible spectrophotometer supporting the simultaneous analysis of at least 2 adjustable wavelengths within the range of at least 190-600 nm. Evaporative light scattering detection (or equivalent) option. System shall include all necessary accessories for operation, including solvent bottles for all mobile phase channels, filters, and tubing.
