- Notice of Intent NAICS Code: 541513 Computer Facilities Management Services. The US Environmental Protection Agency�(EPA) has a requirement for continuation of services under the current General Services�Administration (GSA) contract, GS-35F-0431K, EPA Task Order 68HE0D18F0930, as described below. The US Environmental Protection Agency�s (EPA) Information Resources Management Division (IRMD)�within the Office of Administration and Resources Management (OARM) has a requirement to provide�multiple Information Technology (IT) services to the Research Triangle Park, NC campus. This�requirement is currently performed under GSA contract, GS-35F-0431K, EPA Task Order 68HE0D18F0930. This contract provides EPA RTP and its remote sites with IT infrastructure operation services�within the following areas: � �Application Administration and Web Support. The vendor shall provide for the successful�operation, maintenance, management, and enhancement of various aspects of EPA-RTP Intranet/Internet�applications and websites. This includes operations, maintenance and management of Web Application�software, hardware (hereafter refers to both physical servers and virtual environments), custom�coding, application integration, database administration, and website content. � �Computer System Support. Local Computer Systems Support encompasses the hardware, software, and�functionality of individual people and groups of people who use computing devices to perform their�duties. The hardware ranges from desktop computers to wireless tablets. Software ranges from the�Microsoft Office suite to the Adobe Creative suite of products to the installation of facility�control software applications. � �Consolidated Email, Lotus Notes, and Domino Support. Assist with troubleshooting account access�problems related to Lotus Notes/Domino integration layers. Assist in the creation and�troubleshooting of mailboxes. Assist in the migration of shared mailboxes from the Lotus Notes�environment to the Office365 environment. Provide administration support for Office365 groups� created for RTP Customers. � �Graphics Design and Multimedia Support. Utilizing Windows-based graphics software packages,�provide support to OARM-RTP clients by designing, developing, printing, and mounting graphic�products. Graphic support can also include such things as the preparation of high-resolution image�files, image scanning, graphic file conversions, and answering OARM-RTP customer questions about�available graphics-based tools and services. Graphics service requests shall be tracked�electronically in the Agency provided graphics tracking system. � �Online Library System (OLS) Support. The Contractor shall design and develop new applications�and redesign and maintain existing applications in support of the EPA Library network. The�Contractor shall use the Oracle Access Manager (OAM) to maintain a list of registered OLS users.�The Contractor shall perform backups of the OLS data in addition to the scheduled nightly UNIX� system backups. � �Training Support. One-on-one assistance for desktop application usage shall be provided.� It consists of, but is not necessarily limited to, software such as PowerPoint, Word, Excel, Access,�PhotoShop, Adobe Acrobat, Sharepoint, OneDrive, Skype for Business, along with various advanced�training in the use of formulas, calculations, and the augmentation of custom features such as�adding audio and video to software presentations. The incumbent Contractor provides Application Administration and Web Support, Computer System�Support, Consolidated Email, Lotus Notes, and Domino Support, Online Library System Support,�Graphics Design and Multimedia Support, and Training Support. The current GSA contract, GS-35F-0431K, EPA Task Order 68HE0D18F0930, Option Period II expired on�June 30, 2021, at which time a six-month Option period (July 1, 2021 to December 31, 2021) to�Extend Services was exercised in accordance with FAR 52.217-8�Option to Extend Services. The�contract was then extended for additional two-months from January 1, 2022 to February 28, 2022 via�a bridge modification. The contract was then extended for additional seven-months (March 1, 2022�through September 30, 2022) via FAR Clause 8.405- 6(a)(1)(c)-Limiting Sources. The Government�intends to compete, negotiate, and award a follow- on contract for a one-year base period and two�one-year option periods in accordance with the Federal Acquisitions Regulation (FAR). However, due�to delays in the acquisition process, the contract for follow on services will not be awarded prior�to the current expiration date of September 30, 2022 of GSA contract, GS-35F-0431K, EPA Task Order�68HE0D18F0930. Since the services of the contract are critical and cannot lapse, the EPA must�extend the period of performance of the current contract for an additional four (4) months to allow�time for the new follow-on contract to be awarded. The EPA intends to negotiate this period of�performance extension on a sole source basis. There are no other contractors that have the capability of providing the level, breath, depth of�support, and continuity of services that are required by IRMD for Information Technology (IT)�services support. This notice will be posted for 10 calendar days. The intent of this notice alerts the vendor community to the extension of GSA contract, GS-35F-�0431K, EPA Task Order 68HE0D18F0930. This notification alerts all vendors to this action and to�determine if any other source(s) exist; and, therefore, no solicitation is available. A�determination by the Government not to compete this proposed contract extension based upon�responses to this notice is solely within the discretion of the Government. Information received�will be considered solely for the purpose of determining whether competition is viable.� Responses to this notice should be submitted to the Contract Specialist, Lemile Chandler via the�following e-mail address (Chandler.lemile@epa.gov) within 10 calendar days from the date of this notice. �
