- The Centers for Disease Control and Prevention (CDC) Diseases contemplates award of a firm-fixed-price sole source Contract to Newcomb & Boyd, LLP, 303 Peachtree Center Ave NE, Ste 525, Atlanta, GA 30303 for all engineering and consulting work required to design a replacement domestic water system for a specialized laboratory building 110. The engineering required for this design is unique in that it requires the existing piping to remain in service while a new system is installed and brought into service for individual lab and other spaces undergoing the replacement process. This domestic water piping replacement requires a unique hybrid piping replacement design. In order to perform this design, the consulting engineer is required to have an extensive knowledge base of the design of the existing domestic water systems of laboratory building 110. It is essential that the engineer utilizes an extraordinary understanding of the system to ensure that cross contamination is not allowed as there exists a unique microbial induced corrosion that is destroying the existing piping within the building. The knowledge base of the original designer, Newcomb & Boyd, will be required and relied upon to understand the systems in order to execute a replacement design that will cause minimal disruption of occupants and be sufficiently robust that it will not allow for cross contamination which would ultimately result in an ineffective result. If awarded to another firm, the Government will experience additional costs and delays as the consulting engineer would have to use significant time and resources to survey the existing domestic water systems and become familiar with the construction completed in 2005. These costs would not only impact the costs of this award, but burden government staff and result in additional construction costs as the knowledge base would not be comprehensive and result in inferior construction documents. In addition, this building is currently experiencing failures in the piping system that will continue until the new system is installed. Any delay in the replacement requires continued daily system monitoring and additional location and repair of the existing system.� The North American Industrial Classification Standards (NAICS) Code is 541330 and Standard Business Size of $25.5 Million. This acquisition will be negotiated under the authority of FAR 6.302-1 as only one responsible source will satisfy agency requirements. CDC is not requesting competitive proposals and no solicitation is available. Interested parties who believe they possess the capabilities to satisfy this requirement should indicate their interest in writing and submit a capability statement demonstrating their ability to meet this requirement no later than 5:00 pm. Eastern Standard Time, on March 2, 2023. All submissions must identify the Notice ID in this notice. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
