- PLEASE READ THIS NOTICE CAREFULLY, AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed-price service contract with Custom Signs Today, located at 15301 Taylors Mill Place, Haymarket, VA 20169. The FBI Training Division (TD) requires the purchase of true-to-life-photo-realistic training targets. These targets are a combination of resilient corrugated plastic with a laminated vinyl covering. These signs present both threatening and non-threatening poses used for training. Custom Signs Today is the only company that designs and fabricates these realistic targets. In conclusion market research has shown that Custom Signs Today is the sole supplier of these targets. This notice will be distributed solely through the General Services Administration�s System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. Justification available upon request. The Government intends to negotiate with only one source under the authority of FAR Subpart 13.106-1(b)(1)(i), which allows the Contracting Officer (CO) to solicit from one source. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and submit a capabilities statement to include an OEM Authorized Reseller letter or certificate in response to this requirement.� Please submit all required documentation to CO Emma Taylor Manasco via email at etmanasco@fbi.gov no later than 5:00 pm EST on Wednesday, February 22nd, 2023.�Responses sent utilizing other means (i.e., via a telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors shall be registered in SAM to receive government contracts, effective July 29, 2012. The FBI utilizes a financial system with a direct interface with SAM. Please ensure that your company�s SAM information is updated and accurate to include the TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payments to your organization.
