Description
Notice Type: Notice of Intent Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Radiation Safety Division (RSD), intends to procure repair/replacement service for the Accuscan-II WBCs detector movement arm, replacement of the systems MCA, and associated software upgrade and installation. Background: The National Institute of Standards and Technology (NIST), Radiation Safety Division (RSD) is responsible for radiation protection and regulatory compliance matters for NISTs radioactive materials license at the NIST Gaithersburg, MD campus. As part of managing the radiation safety program, RSD is obligated to promptly detect the presence of a radioactive material internal uptake that may occur during the use of that material. RSD fulfills this obligation, in part, by using specialized detection equipment; using an Accuscan-II shielded whole-body counter (WBC). This is accomplished by having a person stand in the shield while a High Purity Germanium (HPGe) detector moves along their body to measure how much radioactive material may be present. Currently the mechanism that moves the detector is malfunctioning and the system therefore cannot be used to perform whole-body scans. Additionally, the operational stability of the HPGe is unreliable due to an outdated Multi-Channel Analyzer (MCA) which should also be replaced as part of this repair. The software (Apex-InVivo) that controls the MCA will need to be upgraded due to this. Interested parties that believe they could satisfy the requirements listed above for the repair of the Accuscan-II WBCs detector movement arm, replacement of the systems MCA, and associated software upgrade and installation shall clearly identify their capability to do so in writing on or before 27 February 2023 at 12:00 PM Eastern Daylight Time. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to yolanda.mccray@nist.gov.
