This RFI is issued solely for information and planning purposes and to identify capable sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted Funding is not available at this time. The United States Coast Guard (USCG) has not made a commitment to procure any of the services discussed, and release of this RFl should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Contract Opportunities website, SAM.gov. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. 70Z03823IH0000002 is assigned to this Request for Information for tracking purposes only. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources for a non-personal services contract to be performed at the contractor�s facilities in support of its mission of providing Progressive Structural Inspection (PSI) and other Depot Level Maintenance (DLM) for one (1) to five (5) HC-130J aircraft. PSI is the depot level inspection of the HC-130 aircraft to ensure airworthiness through detailed non-destructive inspection procedures and effect repairs/correction of discrepancies as necessary. It includes the induction, disassembly, inspection, repair, reassembly, and functional testing necessary to facilitate maintenance requirements. This includes but is not limited to; inherent support functions that pertain to the research of technical requirements, refinement of local PSI procedures, procurement of material, end data entry Cleaning, inspection, and minor rework of components is anticipated. This work shall be performed in accordance with established Government manuals, drawings directives, and instructions. The following airport requirements shall be met: The airport shall meet the requirements of Sub Part D, Operations of FAA Federal Aviation Regulation Part 139 (does not have to be Part 139 certified). The airport shall be certified for Instrument Approach Procedures that meet the requirements of FAA Federal Aviation Regulation Part 97, Standard Instrument Procedures. The airport shall have an FAA certified VHF Omni-Directional Range (VOR), Instrument Landing System (ILS), Non-Directional Beacon (NDB) or Tactical Air Navigation (TACAN) approach. The airport shall have an operating control tower, operating Flight Service Station (FSS) or operating Aeronautical Advisory Station (UNICOM), for all C-130 aircraft arrivals and departures If the airport does not have an operating tower or FSS. it shall have an Automated Terminal Information System (ATIS) or similar capability to provide accurate weather conditions for the landing runway. The airport shall provide a capability for the tower, FSS or UNICOM to maintain radio communication with the aircraft during all ground operations, such as taxi, take-off, and landing, and be able to alert the firefighting and medical facilities in the event of a mishap. At a minimum, runway length shall be no less than 6,000 feet long by 150 feet wide with adjoining taxiways and ramp space that will accommodate C-130 aircraft. The airport shall have the capability to perform compass calibration either via compass rose or electronic method. Place of performance is at the facility of the Contractor. PSI consists of the following: PSI, to include full structure inspection of C-130J aircraft Depainting and repainting of C-130J aircraft Depot level repairs to C-130J aircraft and system components Non-recurrent repairs Procurement and management of non-repairable C-130J Parts, to include reporting supply status for all parts associated with PSI/DLM Preservation and maintenance of replacement aircraft parts Aircraft Sheet Metal Shop support and Machine Shop support Maintenance on AE2100D engines and C-130J propellers Avionics Modernization Line TCTO support for C-130J Ground and Flight Support, to include repair of flight and non-flight generated discrepancies, hourly and calendar Maintenance Due List (MDL) items. aircraft fueling, de-fueling, and fireguard duties to launch aircraft The North American Industry Classification System (NAICS) code is 488190 Other Support Activities for Air Transportation with a small business size standard of $32.5M in annual revenue as specified by NAICS web page http://www.naics.com/. Interested parties should submit capabilities statements to the points of contact specified herein. In order to facilitate a comprehensive evaluation, capabilities statements should include the following information: Capability and experience for completion of bulleted items above Capability to partner with various Original Equipment Manufacturers (OEMs) for replacement parts Capability to induct the first aircraft no later than September 1, 2024, and the other four aircraft over the following 4 years Certified ISO 9110 as a minimum, include any other certifications as they pertain to this type of requirement Diagrams of facilities used by your company to conduct PSI Please respond to the following questions in addition to submission of your company's capability statement: Does your company currently provide depot level maintenance for large body, fixed wing aircraft? If so, who is the customer(s)? Please provide a technical and contractual Point of Contact (POC) for your customer(s). What is the number of aircraft your company currently supports? What model of aircraft? What is the period of performance and contract number? What type of contract does the commercial marketplace use for this kind of support? USCG is contemplating a hybrid structure consisting of some firm fixed priced elements and time and materials Contract Line Item Numbers (CLINS). The anticipated period of performance will be from the date of induction through final delivery. ** Note: The Coast Guard�s required turn-around-time is 220 calendar days from the date of induction. Does your company have any concerns with this contract type or required turn-around-time? Does your company have the management and financial capability to support a contract of this type? Please describe on-site management structure and financial capability. If this Government proceeds with this requirement, the contract award may result from the trade-off process to arrive at overall best value for the Government. Please specify any technical, cost performance or schedule differences that your company could offer that might set your company apart from other potential competitors. Is your company a large or small business? If small, define your company�s socioeconomic classification. Does your company anticipate performing the majority of PSI/DLM work, or does your company see the need to utilize a number of sub-contractors to perform these efforts? If your company would like to propose as a prime on any potential forthcoming solicitation, what does your company think would be appropriate small business subcontracting goals? (Categorize by small business type and percentage of total contract value based on your company�s ROM) If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), �At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern.�? Are there any unique laws, regulations or business practices that are contrary to the commercial regulations specified at FAR Part 12? Please describe. What type of facilities do you have access to that would be capable of performing the work as stated previously? Are the facilities Ground and Flight Risk (GFR) certified?
