Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY; a market survey for information only, to be used for preliminary planning purposes.� This is not a solicitation for proposals and no contract will be awarded from this sources sought; therefore, no proposals are required at this time. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests. Respondents will not be notified of the results of the sources sought or resulting market research. The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications from industry, to include the small business community. The Government must ensure there is adequate competition of responsible firms.� Small businesses are highly encouraged to participate. The North American Industry Classification System (NAICS) code for this procurement is 541330, Engineering Services, with a small business size standard of $22.5M. PROJECT DESCRIPTION:� The U.S. Army Corps of Engineers, Fort Worth District (SWF) is seeking potential sources to perform Whole Building Commissioning Agent (CxA) Services for the Veterans Affairs (VA) Clinical Expansion Mental Health (CEMH) with one option for CxA services to be performed during the Design Build (DB) construction and warranty periods of the VA CEMH expansion. Project location will be Dallas, TX. The CEMH expansion project will consist of a new 212,623 GSF Clinical Expansion to support the Dallas VA�s Medical Center, including consolidation of various existing mental health programs and departments, demolition of 101,072 GSF of existing buildings, a 1,000 car multi-level parking garage with surface parking, site work, and upgrades to the Central Utility Plant to support the new clinical expansion. The project will be designed and constructed via three D-B RFP contract efforts (Parking Garage, Demolition, and Infrastructure & Clinic). The cost of all improvements is estimated at between $250,000,000 and $500,000,000. Prior Government contract work is not required for submitting a response under this sources sought. This sources sought is for Whole Building Commissioning Services for the subject project only. Other associated contract actions publicized separately. Responses to this sources sought shall include the completed response PDF form (included as an attachment to this sources sought) and any supplemental information firms wish to submit, but no more than five (5) pages of supplemental information not including the two-page PDF. Interested firms are requested to respond to this sources sought via email to: CESWF-IIS@usace.army.mil�no later than�24 February 2023.
