Description
PURSUANT TO FAR Subpart 5.2Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Center for Advancing Translatinal Sciences (NCATS) intends to negotiate and award a General Services Administration (GSA) Federal Supply Schedule (FSS) delivery order (DO) for furniture and incidental design and installation services to Arbee Associates, 9300 Gaither Road, Gaithersburg, Maryland 20878-1418. This DO will include approximately $33,768.00 in open market items and services not on the vendor GSA FSS schedule. The National Center for Advancing Translational Sciences (NCATS) has firms designing and constructing a new Building E to house its Formulation, Drug Metabolism & Pharmacokinetics (DMPK), and Antibody research programs. The open market items and services included on this GSA FSS DO must be provided by Arbee Associates to be compatible with the existing completed design work and to have the necessary coordination with the design and construction firms so that NCATS Building E will be operational upon completion and to avoid substantial delays and additional costs resulting from such delays. This acquisition is conducted under the authority of the Multiple Award Schedule Program. Consideration of schedule contractors will be restricted to fewer than the number required by Federal Acquisition Regulation (FAR) 8.405-6(a)(1) [see FAR 8.401, 8.405-1] (i.e., fewer than three FSS contractors). The pre-solicitation notice is included as an attachment.
