Description
This is a notice of a proposed sole-source contract action. There is no solicitation available. Requests for a solicitation will receive no response. This proposed contract action is published to notify potential sources that the Export Import Bank of the United States (EXIM) has needs for specialized training and intends to issue multiple-award sole source firm-fixed price Blanket Purchase Agreements (BPAs) IAW FAR 13.303 and Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services that is not to exceed $7.5M in total among the below list of vendors. Training will be delivered in a timely manner, and in locations that will minimize the need and cost of employee travel. Training will need to be tailored to meet the needs of EXIM Bank staff with varying levels of experience.�� Service provided will focus on an array of leadership development training. The training topics will include, but are not limited to:�� Change Management� Communication� Conflict Resolution� Diversity, Equity, Inclusion, and Accessibility� Employee Development Project Management� Team Building� Time Management� and/or other leadership development topics as training needs are identified� Contractor shall provide the facility and/or virtual environment, all course materials (e.g., books, articles, and management tools), online collaboration tools for teams or projects, and access to the contractor�s expertise and networks as applicable. Contractors will provide long-term (i.e., multi-month) leadership development programs across multiple career levels and short-term (i.e., less than a week) training courses/seminars as needed.� Period of Performance: Begins 5 days after award The proposed contract action is for a service and supply for which the government intends to solicit and negotiate with multiple vendors as one and only sources under the authority of FAR 6.302 and 13.501. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the government not to compete these proposed requirements is based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. North American Industry Classification System (NAICS) Code: 611430 - Professional and Management Development Training The Size Standard is $15M Desired period of performance for the services described herein is anticipated to be 5 days after award. Responses to this notice will be used to confirm that this is a sole source requirement. This notice is not a Request for Information (RFI) or a Request for Quotations / Proposals (RFQ/P); this notice is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this notice is strictly voluntary. The government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Vendors who believe they possess the expertise and experience shall submit technical capabilities in writing electronically to: patricia.ludlow@exim.gov. Responses must be received no later than March 1, 2023, 5pm ET. All documentation shall become the property of the government. Vendors responding must indicate the following information: Unique Entity Identity (UEI), business size: small business and any socioeconomic status with specific NAICS code. This notice neither constitutes a RFI, RFQ, or RFP, nor does it restrict the government to a particular acquisition approach. This notice should not be construed as commitment by the government for any purpose.
