Description
The Government is conducting market research to identify potential sources that possess the data necessary to repair the shoulder harness reel. The level of security clearance and amount of foreign participation in this requirement has not been determined. The shoulder harness reel was previously repaired by Scientific Pacific Company under contract numbers FA890408D1101 and FA890204D1110. The Repair Method Suffix Code (RMSC) for these items are R/3. This service had been performed by Scientific Pacific Company for several years. They were the sole contractor for the Shoulder Harness Reel. The technical data required to organically repair or compete the repair is not owned by the Government and is uneconomical to acquire the data by purchase or reverse engineering. No samples are available for potential suppliers to evaluate. The shoulder harness reel is used to restrain a crew member during ejection. This item is used on multiple aircraft such as the T-38A/ B, F5 and B2. The Shoulder Harness Reel is in the center of the seat back just below the headrest. The reel fulfills two functions: (1) it acts like the shoulder belt in a car, restraining the pilot against a 2gx forward (-x) motion and (2) upon ejection, it retracts the pilot to an upright posture to minimize the possibility of spinal damage due to spinal misalignment upon catapult ignition.
