Description
The Government is reposting this RFI due to technical errors in recieving responses from the first RFI. Sources Sought Synopsis The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for real estate insurance expertise to support Office of Public Housing and Voucher Program (OPHVP) in its oversight capacity of insurance risk pools and its role in processing PHA insurance waiver requests. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement are 541611, 524298, and 531320. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by February 28, 2023, by 5:00pm (MST). All responses under this Sources Sought Notice must be emailed to Christopher.S.Stuart@hud.gov. Additional information on the required services is listed below. Background: The New Annual Contribution Contract (ACC) requires Public Housing Authorities (PHAs) and Indian Housing Agencies (IHAs) to maintain adequate loss prevention programs.� HUD�s regulations at 24 CFR 965 govern public housing insurance requirements. Among the insuring options available to PHAs are risk retention groups called State Insurance Risk Pools (SIRPs). SIRPs provide alternatives to PHAs for securing required insurance, other than on the open market by offering products that are tailored to public housing and rates that are competitive.� Any PHA can utilize the SIRP(s) in its State to provide the required property and liability insurance coverage.� The Office of Public Housing and Voucher Programs (OPHVP) Financial Management Division requires a new contract.� The Contractor will review, assess and report on insurance risk pools, and other ad hoc assignments (e.g., other miscellaneous insurance issue reports), to fulfill its oversight commitment.� The Contractor shall have experience in commercial property insurance (e.g. apartment complex) to include evaluation risks and actuarial studies, identifying all instances of compliance and noncompliance with insurance pool requirements stipulated at 24 CFR 965 Subpart B and review responses/justifications for noncompliance; and then issue a report on whether or not justifications are sufficient to conclude that noncompliance issues do not support a finding that the Pool does not have sufficient financial strength meriting HUD remove its approval of its pool status. It is anticipated that this new contract will be a firm fixed price contract consisting of a one-year base and two one-year option periods. General Description of Work: Assess insurance pool submissions of financial statements and actuarial studies. Below are the characteristics of the insurance support services requirement: � Demonstrable experience in Commercial Property Insurance � Previous experience in performing actuarial studies. � Working knowledge of 24 CFR 965 Subpart B The tasks require a set of skill categories based on the following approximate breakdown: Professional/Executive administration, Information Technology Financial Services Specific qualifications include Member of Casual Actuary Society (CAS) or Society of Actuaries; Experience performing detailed analysis of variances, claim expenses and premium expense as well as claims retention; Experience with programs of similar scope and complexity as it relates to property insurance. Contemplated performance metrics: Quality Schedule Management Contemplated report requirements: Project Management bi-monthly reports Status Meeting reports Insurance Risk Pool Review Compliance Reviews Financial Reviews, Analysis Ratio Framework and Financial Analysis Reports Insurance Program Improvement Report Contemplated dollar value of the project: It is estimated that the potential dollar value of the contemplated requirement is $815K. Contemplated place of performance: The potential place of performance of the contemplated requirement is at the Contractor site.
