- This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice.� Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned.� Any solicitation issued as a result of this notice will be in a separate announcement.� The purpose of this notice is to survey interest and obtain capability statements from industry. The U.S. Army Corps of Engineers (USACE), Baltimore District is considering a requirement for construction services for the Jennings Randolph Lake Project Administration and Maintenance Buildings.� The anticipated magnitude of construction is between $1,000,000 and $5,000,000. The small business size standard is $39,500,000.00 for this NAICS.� The jobsite is located at Jennings Randolph Lake in Elk Garden, WV.� Draft sketches are available as an attachment to this notice. PROJECT DESCRIPTION This requirement consists of three primary components as well as incidental related work: the demolition of the two existing separate Ranger and Administration buildings and the construction of a new, single combined Administration and Ranger (Admin/Ranger) replacement structure; the construction of a new, pre-engineered service bay building � AKA ""High Bay"" building; and the renovation of the existing Maintenance building at the Jennings Randolph Lake Project. The new 3,787 square foot Admin/Ranger building will be constructed where the existing Administration building is located. Administration and Ranger staff will occupy the existing Ranger building during the period of new construction. The existing Administration building will be demolished. Upon completion of the new Admin/Ranger building, all affected staff will move to the new building and the existing Ranger building will then be demolished. The adjacent hill will be graded, and new parking and driveway areas will be constructed. Renovation of the existing Maintenance building will include conversion of an existing service bay to usable space, interior reconfiguration to add offices, break and locker areas, and new shower rooms, and bathroom renovations for ADA compliance. The renovation project will also include replacing the building�s roof, selective exterior repairs, and replacement of most mechanical, electrical, and plumbing (MEP) systems. A nominal 24 by 40 ft. pre-engineered metal building will be constructed near the Maintenance building to provide high bay space. Construction duration estimated to be 365 calendar days. CAPABILITIES STATEMENT Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than ten pages.� The capabilities statement shall include the following. 1. Company name, address, point of contact, phone number, e-mail address, CAGE code, and UEI number. 2. Business size in relation to the NAICS, including small business category as applicable (e.g. woman-owned small business, service-disabled veteran-owned small business, etc.). 3. Narrative of at least two, but no more than four relevant construction projects within the past ten years. Describe work performed as a prime or subcontractor, dollar value of the projects, and customer names with contact information.� The following are considered relevant to this project: a. Successful experience with the Government submittal process. ����� b. Extensive P6 scheduling capabilities. ����� c. Successful experience performing construction on sites with constraints which include steep grades, extremely limited laydown areas, remote access, etc. 4. Confirmation of ability to provide a letter from a surety company regarding the bonding capability for a single contract action and aggregate of the interested Prime Contractor.
