Description

NOTICE OF INTENT TO ISSUE SOLE SOURCE CONTRACT The U.S. Marshals Service (USMS), Justice Prisoner & Alien Transportation System (JPATS) intends to issue a sole source contract in accordance with FAR 13.5 to Capgemini Government Solutions LLC, 1765 Greensboro Station Place, Suite 300, McLean, VA 22102 for IT Professional Support Services. The current contract expires on March 31, 2023.� In order for USMS JPATS to adequately compete a new requirement for this service and ensure continued uninterrupted support services for operation and maintenance of JPATS Management Information System (JMIS) and Movement Packet (MPAC) during the competition, a six (6) month sole source contract is required. JPATS Management Information Systems (JMIS) uses a one-of-a-kind Oracle Transportation Management (OTM), Oracle E-Business Suite (EBS), Oracle Business Intelligence Enterprise Edition (OBIEE) and in-house, custom developed Oracle Application Express (APEX) to receive prisoner information and movement requests from USMS Capture and BOP Insight/SENTRY systems. The IT professional(s) ensure JMIS and MPAC are operational and meet the needs of JPATS. The primary purpose of the proposed sole source six (6) month contract to be awarded is to acquire continued IT professional support services with an objective of scheduling all ground and air prisoner movements for USMS, BOP, Non-Federal and Intergovernmental Agreement (IGA) Facility. The performance period will be April 1, 2023 through September 30, 2023. This requirement will be solicited in accordance with the authority of FAR 13.5. Per FAR 13.501(a)(2)(ii) the approved sole source justification is attached to this notice. The NAICS code for this procurement is 541512 - Computer Systems Design Services. The intent of this notice is for informational purposes only. This Notice of Intent is neither a formal solicitation nor a request for competitive proposals. No award will be made on the basis of unsolicited quotations or offers received in response to this notice.� However, any information received within fifteen days after the date of publication of this notice will be considered by the Government. Information in response to this notice must be addressed in writing via e-mail to Victor J. Stamps, Contracting Officer, at Victor.J.Stamps@usdoj.gov. no later than 2:00 pm CST on February 28, 2023. No phone calls regarding questions will be accepted and will not receive a response. The Government will not be responsible for any costs incurred by responding to this notice.
