Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Electric Power Research Institute (EPRI) to purchase services to perform testing of optical fiber-based sensors using the same custom oil- filled transformer model system used for the previous field tests. Services would include hosting 2-4 researchers participating in the GMLC project, assistance with deployment/installation of sensors, and operation of the associated equipment as needed. These tests may include � (1) testing of acoustic sensors under partial discharge activity, deployed on the system sidewall or immersed in oil, (2) testing of fiber-based gas sensors for quantifying dissolved gas species at various points in the tank (e.g., near discharge or at the oil sample port), (3) testing of distributed temperature sensors for hot spot detection (e.g., near the discharge spark). After testing, relevant diagnostics from the test equipment will be provided to cross- validate sensor measurements. The purpose of this test is to cross-validate improved sensors with prior tests performed at an EPRI facility in 2022. The tests must be performed under the same conditions to provide a valid comparison so use of the same facility is necessary. This is considered a sole source to Electric Power Research Institute (EPRI) because, to the best of the NETL�s knowledge, based on market research conducted Electric Power Research Institute (EPRI) is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:30 PM CST on February 27, 2015. Responses must be submitted in writing to the Contracting Specialist, Brittany Rohrer, via email at brittany.rohrer@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
