- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Bionic Power on a sole source basis to provide Agilik 0 (BPN: 0410) Actuator Pair at the NIH Clinical Center (CC). The Agilik 0 actuators, produced by Bionic Power, are the only existing technology that can be seamlessly integrated with the embedded controller developed by Neurorobotics Research Group (NRG).� The NIH requires 4 total actuators (two right leg orientation, two left leg orientation) capable of providing 12 Nm of continuous torque, supporting CANbus and Bluetooth communication, running on a 36V battery, accepting of analog inputs to support under foot sensing, and internal sensing and analog outputs of knee angle, knee angular velocity, estimated actuator output torque, actuator current, actuator command torque and supporting delivery of walking state variables (i.e., gait phase) as determined by the NIH embedded control system. The embedded actuators must be compatible with the existing, python-based GUI to run the NIH graphical user interface, including wireless transmission of data at a minimum of 100 Hz. Each actuator footprint must not exceed 35 cm x 10 cm x 5 cm (length x width x depth).� These capabilities and the exoskeleton controller framework have been previously developed by NIH/NRG for use on the Agilik Actuators provided by Bionic Power. These actuators are currently in use in an existing clinical protocol and are planned for use in an upcoming clinical interventional study that is undergoing IRB review. The planned interventional study was based on pilot data previously collected with exoskeleton systems based on the Agilik actuators. Therefore, to facilitate efficient development of additional systems, and maintain continuity between the existing and future exoskeletons, the Agilik actuators are required.� As such, no other vendor is capable of providing the Government with the exoskeletons.� This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
