Subject: San Juan Harbor Construction and Maintenance Dredging, 44-Foot & 36-Foot Project, San Juan, Puerto Rico Solicitation Number: W912EP23B0008 Response Date: 7 April 2023 Contract Specialist Name & Phone Number: Adeline Fuata, (904)-232-1692 Description of Work: The U.S. Army Corps of Engineers, Jacksonville District, intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract. Work associated with the requirement consists of construction dredging to deepen and widen portions of the Federal navigation channel, and maintenance dredging in designated areas of the Federal navigation channel and Puerto Rico Ports Authority (PRPA) berthing areas.� The project work includes deepening Cut-6 of the entrance channel to a required depth of 47 feet, deepening the Anegado Channel to a required depth of 45 feet, the Army Terminal Channel, and the Army Terminal Turning Basin to a required depth of 46 feet, deepening the Federal channels adjacent to the cruise ship terminals, to include the San Antonio Approach Channel, the San Antonio Channel, the Cruise Ship Basin East, and the Cruise Ship Basin West to a required depth of 37 feet.�Project work will also include maintenance dredging of areas within the Puerto Nuevo Channel, Puerto Nuevo Turning Basin, Graving Dock Channel and Anchorage Area - E to required depths ranging from 36 feet to 39 feet.�The project widening involves constructing 50 feet of new channel on both sides of Army Terminal Channel to increase the total channel width by 100 feet from 350 feet to 450 feet, and eastern and western flares at the intersection of the southern terminus of the Army Terminal Channel and the Army Terminal Turning Basin.�All areas of deepening and widening will incorporate +1 foot of allowable overdepth.�All maintenance dredging areas will incorporate +2 feet of allowable overdepth.�Project work also consists of dredging the PRPA Cruise and Pan American berthing areas and the PRPA berthing areas located adjacent to the Army Terminal Turning Basin.�All dredged material will be disposed of in the San Juan Ocean Dredge Material Disposal Site (ODMDS) located approximately 2.3 nautical miles from the northern end of Cut-1.� Said work, which will be performed in San Juan, Puerto Rico, and divided into a base and two options, is also inclusive of, but not limited to, environmental species monitoring, turbidity monitoring and vibration monitoring.� The tentative date for issuing the Invitation for Bid (IFB) is on or about 07 March 2023 and bids will be due on or about 07 April 2023. Actual dates and times will be identified in the solicitation. A pre-bid conference/site visit will take place and the date will be posted with the solicitation. Interested contractors are highly encouraged to attend and must follow conference registration and access requirements shown in the solicitation. NAICS Code: 237990, Dredging and Surface Cleanup Activities Small Business Size Standard: $37,000,000 Magnitude of Construction: $25,000,000 - $100,000,000. The period of performance associated with this requirement is 440 calendar days after receipt of Notice to Proceed (NTP).� NOTE: THIS IS AN UNRESTRICTED ACQUISITION; AS SUCH, ALL RESPONSIBLE CONTRACTORS ARE ENCOURAGED TO PARTICIPATE. The solicitation will be issued in electronic format only and will be posted on the System for Award Management (SAM) website located at https://sam.gov/.� In order to receive notification of any amendments to the forthcoming solicitation, interested vendors must register as an interested vendor on the SAM website cited above.� If you are not registered, the Government is not responsible for providing you with notification of any changes to the solicitation.� Additional, be advised that your firm must be registered in SAM in order to be eligible to receive an award from this solicitation.� For additional information, please call 866-606-8220 or visit the SAM website at https://www.sam.gov/. Amendments, if/when issued, will be posted to www.sam.gov for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the bidders responsibility to check the website periodically for any amendments to the solicitation. Due to various reasons websites are occasionally inaccessible; the Government is not responsible for any loss of Internet connectivity or for bidders inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing via ProjNet. Instructions on how to access ProjNet will be included in the solicitation. All answers will be provided in writing via ProjNet and posting to the SAM.gov website. The only authorized transmission method for a bid in response to this solicitation is electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED. The bids must be received by the Government by the date/time specified in the solicitation.
