Description
INTERNATIONAL PUBLIC FINANCIAL MANAGEMENT TECHNICAL ADVISOR, INFORMATION TECHNOLOGY (IT) BUDGET AND FINANCIAL ACCOUNTABILITY The US Department of the Treasury, Office of Technical Assistance (OTA) is recruiting individuals with expertise in IT in public financial management to serve as resident (long-term) and intermittent (short-term) advisors for its Budget and Financial Accountability Team. Examples of projects the advisor may work on include IT strategy and implementation; cybersecurity and data protection strategy and implementation; and governance projects.� Advisors provide support through engagement with counterparts, who are primarily ministry of finance officials in developing and transitional countries. Advisors are individuals hired under personal services contracts. This recruitment is for assignments globally, requiring living overseas or significant international travel. Responsibilities and Duties: Within the functional area of public financial management: Provide advice to working-level counterparts on financial management information systems and related IT solutions. Using commonly accepted IT governance frameworks, assist in design of counterpart�s IT-related business processes and organizational structures. Perform audits and/or assessments of counterpart�s IT functions and recommend strategies for improvements to support business functions. Draft and implement procedures, standards, and manuals applicable to IT processes and, as applicable, recommend updates to counterpart laws and regulations. Assist counterparts with strategic planning and implementation of cybersecurity solutions, network security assessments, and audits. Assist counterparts in developing and implementing plans that provide for business continuity, IT security, and disaster recovery. Organize and perform related on-the-job and/or classroom training. Qualifications: Bachelor�s degree in Management Information Systems, Computer Information Systems, Business, Accounting, or related field. 5+ years in a technology leadership position such as director of information technology in state, county, or mid-sized local government, or adequate familiarity with government business processes to substitute for experience. Experience with design and implementation of mid-size or large financial management information system projects, such as:�project scope definition, development of functional and technical specifications, system design and development, testing, training, system implementation and roll-out, project management, data governance. Understanding of business process flows for budget, general ledger, procurement, budget control, accounts payable, and tax and non-tax collections. Knowledge of leading frameworks, methodologies, or standards such as the Project Management Institute Project Management Book of Knowledge (PMI PMBOK), Six Sigma, National Institute of Standards and Technology (NIST), International Organization for Standardization (ISO), Control Objectives for Information and Related Technologies (COBIT), or IT Infrastructure Library (ITIL). Self-starter with ability to work independently. Exceptional analytical and problem-solving abilities. Ability to motivate the counterpart and build consensus. Ability to be flexible by changing focus and approaches based on needs of the counterpart. Strong oral and written communication skills with ability to effectively present on technology initiatives to non-technical people. Proficiency in French, Spanish, or other languages is highly desirable. Background checks and Security Clearance: �Secret. � The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. �The advisor may be deployed to countries with elevated threat levels, including potentially high/critical threat posts, as determined by the U.S. Government. �Candidates must be U.S. citizens. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX-III hourly equivalent.� The current starting hourly rate is from $74.60 to $93.39 per hour. Overseas benefits are provided as allowed by federal regulations. Successful applicants must be able to obtain State Department medical clearance for worldwide travel.
