- The intent of this pre-solicitation notice is for informational purposes only. The U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Countering Weapons of Mass Destruction Acquisition Division (CWMDAD) intends to award a non-competitive, sole source, Firm Fixed Price (FFP) contract to Rapiscan Systems Inc., located at 2805 Columbia Street, Torrance, CA 90503, USA, to produce deliverables consisting of data collection and blanking test, shielding structure with Radiation Portal Monitors (RPM) enclosure, and an analysis on the test results for Customs and Border Protection (CBP). CBP has awarded contracts for non-intrusive inspections (NII) to detect radiological/ nuclear (R/N) threats but did not have a contract with Rapiscan to obtain the data collected. Rapiscan specifically conducts tests for NII systems to obtain data in standoff distance from low energy portals, increased background from low energy portals, blanking interface signal, and high energy pulse timing. The data collection will be against systems that are being deployed by CBP. While there are few NII systems in the field, CWMD cannot go to these locations because CBP will not allow data collection at an operating border crossing or seaport. CBP is currently adding (NII) X-Ray systems to the mix to bolster the threat detection probability. However, when RPMs and NII systems are coupled together in close proximity, RPMs must have the ability to �blank�. Data collection from these tests conducted will support the implementation of RPMs. This notice of intent is NOT a request for competitive proposals; however, all responsible sources may identify their interest and capability to meet this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any costs associated with providing capability information will be solely at the interested party�s expense. All responses must be submitted to the Government�s primary point of contact at the contracting office email addresses shown below no later than February 24, 2023, 5:00 P.M EST.�
