- THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to CFLContracts@dot.gov (Attn:�Kelly Palmer) for receipt by close of business (5:00 p.m. local Denver time) on February 23, 2023:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small-disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $2 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the SD FLAP CS23A(1) DELTA-01 ACCESS ROAD described herein, in which you performed (as the prime contractor) work in�a national�forest, national�park, national monument�and/or�natural resource sensitive areas.? Experience in roadway construction, construction phasing, temporary traffic control, and timely completion of construction is required.? State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT�DO NOT INCLUDE THE ABOVE WORK.� The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NUMBER: SD FLAP CS23A(1) PROJECT NAME: DELTA-01 ACCESS ROAD PROJECT DESCRIPTION:� The Delta 01 site is located 0.6 miles north on CS-23A from exit 127 off of I-90.� Delta 01 is in Jackson County, South Dakota, about 17 miles from the Town of Wall. The access road to the Delta 01 missile site is CS-23A and owned and operated by Jackson County. The project will improve access to the Delta 01 Launch Control Facility. The existing gravel roadway will be widened to match the state-owned portion of the road and paved to provide a durable driving surface. Several existing culvert issues along the route will be addressed to reduce future maintenance costs for the County. SCOPE OF THE WORK:� �Proposed improvements to CS-23A include paving 0.51 miles of the county road and widening the existing travel way 17 feet wide, to 24 feet wide, providing two travel lanes 11 feet wide with new paved shoulders one foot wide. Improvements also will include installing Manual on Uniform Traffic Control Devices (MUTCD) compliant signing and striping. The proposed improvements will improve public access to the Delta 01 Launch Control Facility. Shoulder erosion was observed along the southeastern edge of the project. Embankment will be constructed to fill the erosion area and graded to provide positive drainage to the north. A culvert failed during spring 2019, necessitating an emergency backfill of the road by Jackson County. Three new larger culverts will be placed to provide improved drainage. The project�s assets are owned by Jackson County. The current roadway has several culverts full of sediment and have overtopped causing damage to the roadway. Placing new, appropriately sized culverts will decrease future maintenance issues.� Placing asphalt concrete pavement will decrease the annual maintenance necessary to grade and re-gravel this section of CS-23A. Recently, the National Park Service (NPS) built a paved parking lot and comfort station on the east side of CS-23A, across from the Delta 01 site. PRINCIPAL WORK ITEMS: 1,500 CUYD of Embankment Construction 3,150 Tons of Aggregate Base 2,000 Tons of Asphalt Concrete Pavement, Type 1 1,000 hours of Temporary Traffic Control, Flagger 0.6 miles of Ditch Reconditioning� 4 Concrete, Headwall for 36-Inch Pipe Culvert ANTICIPATED SCHEDULE:� Advertisement: April 2023 Award: May 2023 Construction Duration is estimated at 88 Days ESTIMATED COST RANGE:� Between $700,000 and $2,000,000 FUNDING SOURCE: FLAP, NPS
