VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE Indiana County, PA | Pre-Solicitation Synopsis The U.S. Department of Veterans Affairs Seeks Interest for 20,162 Rentable / 14,935 Net Usable Square Feet of Community Based Outpatient Clinic Space in Indiana County, PA. Notice: This is a pre-solicitation notice for solicitation number 36C24422R0162, lease number 36C24423L0002. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 10 days. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: Department of Veterans Affairs (VA), Leasing and Specialized, Network 4 Contracting Office (NCO 4), 1111 East End Boulevard, Wilkes-Barre, PA 18711. Description of Requirement: The James E. Van Zandt VA Medical Center, Altoona, PA, intends to solicit for up to 14,935 Net Usable Square Feet (NUSF) of leased space for a Community Based Outpatient Clinic (CBOC) located within delineated area listed below. Space requirement includes a contiguous space preferably all on the first floor compliant with ADA (Americans with Disabilities Act) accessibility and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards (ABAAS), meet VA Guidelines for IT security, and have no less than 100 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must accommodate PACT (Patient Aligned Care Team) space model https://www.cfm.va.gov/til/Prototype/CBOC/CBOCPrototype-05-Layouts.pdf . See attached Space Requirement for an estimate of needed rooms/space. The anticipated lease will be a full-service lease, this means all utilities, security, telephone, janitorial and all-season landscape, and snow removal are included in the rental cost. Lease Term: The anticipated lease term is a firm term of 5 years, and additional soft term of ten (10) years for a total lease term of 15 years. Soft meaning Government has the right to terminate the Lease after a specified notification time period during the soft term. Delineated Area: Indiana County, PA. The space must be in or abounding the delineated area. South: At the corner of State Route 22 heading North on 217, 217 North turns into 286 North East to State Route 422 North West. Continue on State Route 422 to 5 Points Road North. West:  5 Points Road North to Creek Side Road East, to 954/Shelocta Street East to the Town of Creekside, PA.  North: Turn onto Route 110 East and South through the Town of Ernest, PA. Continue on Route 110 East/South to Lutz School Road (SR 1003). South East State Route 1003 merges back onto Route 286 East from 286 East (listed as Clymer Road). East:  286/Clymer Road turns into Airport Road.  Airport Road West onto State Route 119 South.  Take 119 South through Homer City and Blacklick onto State Route 22 West. Intersection of 119 South and State Route 22 West to Route 217.  Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered:  Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located in close proximity property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Attention SDVOSB/VOSB: The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $47 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status. SDVOSB and VOSB firms must be registered with the Small Business Administration, for additional guidance see: https://www.va.gov/osdbu/faqs/veteran-business-certification-changes.asp#q006. All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements.
