- The Department of Veterans Affairs (VA) intends to award a sole source contract to Business Management Research Associates, Inc. (BMRA), 9817 Godwin Dr. Suite 202, Manassas, VA 20110 for Instructional System Design (ISD) and Acquisition Subject Matter Expert (SME) Support for Acquisition Internship School (AIS) Courseware Revisions. The mission of the Veterans Affairs Acquisition Academy (VAAA) Acquisition Internship School s (AIS) Acquisition Intern Program (AIP) is to train and develop future acquisition professionals to meet VA's mission and address the challenges associated with recruiting, developing, and retaining sufficient acquisition workforce personnel. The specific components of the AIP are Contracting Courses (CON), Professional Development Courses (FLD), Skill Building Courses (FCN, FQN, FCL-VA), Mini Missions, On-the-Job Training (OJT), VA Contract Writing System training, and Mission Service and Industry Experience. The AIP is transitioning from an 18-22-month career development program to a twelve-month program to align with the new Defense Acquisition University s Back to Basics certification program. VA requires a contractor to provide ISD and Acquisition SME support to analyze, revise and repackage the current AIS courseware to ready it for implementation in August 2023. The work will require analyzing courseware packages for accuracy, currency, relevancy, and effectiveness; presenting recommendations, leveraging instructional design and performance improvement processes to analyze, design, develop and evaluate instructional materials and performance improvement programs; working with key stakeholders, instructional designers and subject matter experts to design and develop training interventions that incorporate best practices in behavioral and cognitive sciences to effectively address business and performance objectives. This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5 entitled, Authorized or required by statute and in accordance with VAAR 819.7007 entitled, Sole source awards to service-disabled Veteran owned small business concerns . The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC ยง 8127(c). This is a ""Notice of Intent"" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 2:00PM ET on February 17, 2023. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
