Description

Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Acquisition Management, is contemplating a sole source award to Heckler & Koch Defense Inc. (H&K) Columbus, GA, for original equipment manufacturer (OEM) selector-lever conversion kits in support of NNSA Protective Forces. These kits will modify/restrict the M27 rifle to function as semi-automatic only. H&K is the only provider of OEM or MIL-SPEC M27 conversion kits NNSA Protective Force requires for their mission. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition of 41 USC 3304(a)(1), FAR citation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All questions shall be submitted to Kim Sosinski, Contracting Officer, at Kim.Sosinski@NNSA.DOE.GOV by 12 PM MST February 21, 2023.
