Notice of Intent to Award a Sole Source Contract � Kirtland AFB C4 (Command, Control, Communications, and Computer) Services THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" The 377th MSG/SC, Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed task order FA9401-18-F-DM08 which expires on 15 March 2023. The bridge contract will not exceed one year in performance. Award to a new contractor for a bridge contract would impact KAFB's schedules due to the ramp-up time required by a new contractor to support a short period of C4 services. A bridge contract must be executed to ensure that mission critical C4 support remains in place to sustain Kirtland Air Force Base's mission and the various missions of its mission partners. Loss of contract C4 support would have a catastrophic impact on all Kirtland AFB organizations resulting in mission failure and potential negative impacts across the Air Force. There is only one (1) contractor (SMS Data Products Group Inc) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs. Anticipated contract award is on or about 14 March 2023. The PSC is R425. The NAICS is 541715 and the size standard is $30 Million. Interested businesses may identify their capability to perform this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor. Documentation submitted shall not exceed 5 pages and shall be submitted electronically. Submit capability statements electronically by email to heather.shepard.5@us.af.mil and andrew.pascoe@us.af.mil no later than 15 February 2023, 1700 Mountain Standard Time (MST).
