- The 763d Enterprise Sourcing Squadron (763 ESS) is seeking sources for Commercial Aircraft Financial Services (CAFS) to support a requirement needed for Headquarters (HQ) Air Mobility Command (AMC) Department of Defense Commercial Airlift Division (A3B). CONTRACTING OFFICE ADDRESS:� 763d Enterprise Sourcing Squadron (ESS) 510 POW/MIA Drive P40, Suite E1004, Scott AFB, IL 62225 INTRODUCTION: This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses (SDB), Historically Underutilized Business Zone (HUBZone) Firms; Certified Small Business Administration (SBA)8(a) Firms, Service-Disabled-Veteran-Owned Small Businesses (SDVOSB)and Women-Owned Small Businesses (WOSB)) to provide the required products and/or services. DESCRIPTION: The 763 ESS is conducting market research to determine qualified, experienced, and interested sources to provide performance of a financial forensic analyst.� The information requested by this Sources Sought Notice will be used within the Air Force (AF) to facilitate decision making and will not be disclosed outside the agency. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: FA445219CA006 Contract Type: FFP Incumbent and their size: INTEGRATED FINANCE AND ACCOUNTING SOLUTIONS, LLC 4500 POND WAY, STE. 270 WOODBRIDGE, VA 22192-5596 ($15M SBA Size Standard) Method of previous acquisition: Sole Source Commercial Airlift Financial Services is a cost-effective program plan to deliver professional financial services that determine the viability of current and potential Department of Defense (DoD) commercial air carriers. Commercial Airlift Financial Services ensures the Commercial Airlift Review Board (CARB) knows real-time fiscal health of approximately 100 civilian air carriers that provide or seek to provide more than $3 Billion dollars of commercial contract airlift annually for the DoD. Commercial Airlift Financial Services provides AMC leaders with a means to evaluate and provide performance assessments of the financial health of Air Carriers supporting the Defense Transportation System (DTS) IAW 32 CFR Part 861, DoD Commercial Air Transportation Quality and Safety Review Program, in the areas of compliance, flight safety and eligibility for membership in the Civil Reserve Air Fleet (CRAF). Anticipated performance start date for the follow-on contract is 1 May 2024. REQUIRED CAPABILITIES: Capability Information should include a brief description of experience (Commercial or Government) in providing the requirements similar in size and scope to those described in the attached draft Performance Work Statement (PWS).� The capability package must be clear, concise, and complete.� The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.� Capability packages should be limited to no more than 5 pages.� The 5-page limit includes the past performance references/narratives requested to substantiate the Vendor Capabilities.� SPECIAL REQUIREMENTS: All personnel assigned to this task shall be a United States citizen and shall possess a minimum of a SECRET Security Clearance and Facility Clearance as of contract award date.� The contractor shall comply with all appropriate provisions of the security regulations.� Specific security requirements will be identified in a DD Form 254 (Department of Defense Contract Security Classification Specification) and the CFR 32, Part 117, National Industrial Security Program Operating Manual. All contractor personnel are required to complete the Government provided nondisclosure statement, within 30 calendar days after award, to ensure information that is considered sensitive or proprietary is not compromised.� NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611, with the corresponding size standard of $24.5M.� To assist 763 ESS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, vendors are also encouraged to provide information regarding plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. �This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and SBA 8(a) companies.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. To make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � FUTURE ACQUISITION INFORMATION: The Government is contemplating use of a firm-fixed price (FFP) contract type.� However, since no acquisition plan has been approved, the procurement strategy is subject to change.� Projected Request for Proposal (RFP) release is 1 April 2023; Anticipated Award Date is the following:� 30 March 2024; Phase-In Option: 1 April 2024; Performance Period: 1 April 2024 through 30 September 2029 SUBMISSION DETAILS:� SEE ATTACHED SOURCES SOUGHT SUBMISSION INFORMATION: Vendors who wish to respond to this Sources Sought Notice should send responses via email NLT 4:00 PM Central Daylight Time (CDT) on Tuesday, 28 February 2023 to Lauren Thoele at lauren.thoele@us.af.mil and Russell Lowery at russell.lowery.1@us.af.mil.
