- Description
- This is a Request for Information (RFI) / Sources sought to gauge industry capability and interest in the following requirement. See the attached RFI for instructions on how to respond to this notice. USCIS is conducting a trial test �of a revised speaking test and a multiple-choice civics test that are included �on the test required for naturalization. As part of this speaking and civics trial test process, USCIS seeks to engage the services of a contractor to assist the agency with facilitating a technical advisory group (TAG) consisting of external subject matter experts in fields relevant to the naturalization test content (e.g., adult ESL, civics, U.S. government, American history, citizenship education, psychometrics, assessment design, etc.). The TAG members will review the content and structure of the speaking and multiple-choice trial tests, and they will provide USCIS with edits and recommendations. Additionally, USCIS will need input from the TAG to ascertain that the educational materials and resources for the revised test are developed at the correct educational level and are developed in a way that meets the needs of immigrant learners and the organizations that serve them. USCIS intends to establish a single-award, firm-fixed-price, contract or task order. The acquisition approach is not yet determined. A draft Statement of Work is attached. *** Question(s) Received and Govt Answer: Question: We understand that there are 2 TAG groups with different work, but deliverable 4 states: Task 4: Complete Post-Meeting Work for Four TAG Meetings� Deliverable 1: Submit a report to USCIS that compiles the ESL TAG members� recommendations and input on post-meeting work related to the Speaking Test. (Each TAG Meeting) �� Deliverable 2: Submit a report to USCIS that compiles the ESL TAG and Civics TAG members� recommendation and input on post-meeting work related to the Civics Test. (Each TAG Meeting)� Each tag review cycle has 4 meetings. We want to clarify that for 2 TAGs, this is 8 meetings total, 4 per TAG, correct? Answer:�There will be a total of four (4) TAG meetings, and the TAG will consist of a total of ten (10) members. �All ten (10) TAG members will attend all four (4) TAG meetings. During each TAG meeting, the ten (10) TAG members and USCIS staff will discuss the drafts of both the speaking and civics trial tests.
