- (U) This synopsis is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, 15 U.S.C. � 637(e), and 41 U.S.C. � 1708 requiring the dissemination of information on proposed contract actions. The intent of the National Geospatial-Intelligence Agency (NGA) is to issue Request for Proposal (RFP) HM0476-23-R-0006 on or about 21 February 2023 for the Collection Matching Data Fabric (CMDF) acquisition. The Solicitation, attachments and Bidder Library will be posted on the Intelligence Community (IC)-Acquisition Research Center (ARC) Classified website, https://acq.nro.ic.gov. All Offers in response to the Solicitation must be submitted via the IC-ARC Classified website for the CMDF acquisition. The Solicitation will be issued subject to FAR 52.232-18 Availability of Funds (APR 1984). This Notice/Synopsis is not a request for competitive proposals. The Government reserves the right to cancel this Solicitation, with no obligation to the vendor by the Government.� (U) The CMDF acquisition will deliver a data fabric construct connecting user needs to GEOINT suppliers, formed by interacting with disparate data currently generated by a variety of enterprise tools and technologies. The data fabric will function as a unifying data and business logic overlay spanning the NCM architecture. The new data fabric construct enables substantial workflow efficiencies by quickly aligning registered GEOINT suppliers against collection requests.� It will incorporate Artificial Intelligence (AI)/Mission Learning (ML) within the matching algorithms and within all the telemetry logic.� The incorporation of deep learning analytics into the data fabric structure will provide analysts with more efficient supplier allocation decisions, resulting in higher probability of meeting their analytical intent.� CMDF-delivered capabilities will be designed to accommodate all GEOINT suppliers including commercial, national, and other emerging sources. (U)� CMDF will also enable the ability to measure mission utility based on allocation decisions through the use of business analytics and simulations, to improve future needs to supplier allocation decisions.� CMDF stitches integrated data from multiple data and application sources to support optimal balance of gathering and virtualizing data to support NCM goals, measure the traffic and usage of the data to support user inquiries, and functionality to perform what-if scenarios. This information will enable NCM trending, diagnosing, and refinement of decision processes across the supply chain. (U) The Government intends to award a contract to one responsible Offeror in accordance with FAR 9.104-1. The contract will consist of a 1-year base and four (4) 1-year option periods. The contract type line items will be Cost-Plus-Award Fee, Time and Materials and Cost Reimbursable. The acquisition will be Full and Open Competition. The applicable NAICS code is 541511, Custom Computer Programming Services and the small business size standard is $39M. The primary place of performance will be the contractor facilities as approved by the cognizant Contracting Officer. (U) To determine contract award, the Government will make a best value source selection decision using the tradeoff process (FAR 15.101-1). Best value tradeoff can occur at the Factor and/or Sub-Factor level. The Government will evaluate offers received in response to the Solicitation to determine the Offeror whose proposal represents the best value to the Government, price and other non-price factors considered.��� (U) In order to be considered for this requirement, the Offeror must have an active registration in the System for Award Management (SAM), https://www.sam.gov.
