- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Anton Paar USA, Inc., 10215 Timber Ridge Dr, Ashland, VA 23005-8135, for the service contract for the Novatouch LX4. This is a new acquisition for the ERDC-EL. The Environmental Risk Assessment Branch (EPR) conducts research on the bioavailability and effects of chemical contaminants on endpoint organisms in the environment.� Scientists utilize an array of bioassay techniques to assess contaminant effects at the biochemical, cellular, individual, community, and population level to develop models for contaminate uptake and pathways in biological systems. Understanding the surface area and pore size of contaminated sediments will facilitate characterization and remediation of contaminated areas. ERDC-EL along with collaborators is currently assessing environmental contaminants and requires the uninterrupted operation of the Novatouch LX4. The EPR utilizes the Novatouch LX4 to rapidly identify sample surface area and pore size. This information is used for characterization and remediation to meet customer needs. This is a patented instrument and only a certified company capable of support, maintenance, or upgrades to ensure manufacturing specifications are maintained is required.� The Novatouch LX4 is manufactured by Anton Paar.� The manufacturer is the only provider that can offer factory certified service parts. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $22 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
