Description
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Vaccine Branch (VB) and Animal Models & Retroviral Vaccines Section (AMRVS), plans to procure, on a sole source basis, Olink Q Signature 100 and accessories from:� Olink Proteomics Inc.� 130 Turner ST� Waltham, MA 02453-8901� The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 (Analytical Laboratory Instrument Manufacturing) and the business size standard is 1,000 employees. �� The NCI�s, Center for Cancer Research (CCR), Vaccine Branch (VB) and Animal Models & Retroviral Vaccines Section (AMRVS), has been utilizing Olink Proteomics Inc. (Olink) Proximity Extension Assay (PEA) assays for ongoing studies related to understand the mechanisms underlying HIV vaccine efficacy. The NCI�s VB and AMRVS�s experiments were previously performed utilizing the Olink laboratory services, but Olink no longer provides these send-off services for their assays. As such, in order to continue utilizing the PEA assays the VB and AMRVS require an Olink QSingature 100 in order to allow them to perform further research utilizing Olink�s PEA assays in house. Having this ability will greatly reduce cost associated with the need to send samples for third-party analysis, prevent research delays, and ensure scientific comparability with previously generated data relating to HIV vaccines. It will also ensure that there are no duplicated research efforts or cost that would be needed if another assay/system were to be utilized. � Olink is the only vendor that provides both the Olink QSignature Q100 instrument and Olink's Target and Focus protein panels. The Olink's Target and Focus protein panels, are exclusive kits that are compatible with Olink�s Q Signatue 100 device, and no other companies currently�sell specifically designed and validated assays or system that are able to perform Olink's proprietary Proximity Extension Assay (PEA), which allows for the simultaneous measurement of up to 96 proteins using less than 1?L of biological sample matrix, while maintaining exceptional data quality. Furthermore, the unique capabilities of PEA/Olink technology enable NCI�s Vaccine Branch to analyze specimens that would otherwise be impossible to test and compare, such as mucosal secretions, bronchoalveolar lavage (BAL) fluids, and urines. Thus, based on the aforementioned, Olink Proteomics Inc. is the only source capable of meeting the Government's needs at this time.� This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government�s needs, it may submit a capabilities statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contracting Officer, John Russell, at John.Russell3@nih.gov by no later than 10:00 A.M. EST on Friday, February 10, 2023 (02/10/23). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. To receive an award, Contractors must be registered and have valid certification through SAM.GOV.
