- 36C24923Q0109 ELEVATOR INSPECTION QUESTIONS and ANSWERS Can I have your definition of what on call elevator acceptance testing in the SOW section B means? As stated in the SOW section B The contractor is to provide individual pricing for on call elevator acceptance testing of elevators, dumbwaiters and wheelchairs lifts that have been recently installed or modified creating the need for inspections. For instances This past year we had modifications to an elevator of building 10 and two new elevator installation contracts at Alvin C. York in Murfreesboro. the State Inspector Contractor provided individual pricing for on call elevator acceptance testing of these elevators, which was paid for and included within the Elevator Installation Contract through projects. This pricing was billed separately outside the contents of the State inspection contract. Just to be certain, pertaining to the SOW Section E. (2) the elevator inspector is only required to witness all inspections and provide only the tools pertaining to Inspectors tools as described in A17.2 Inspector will not provide the tools, transportation and labor to physically perform these inspections? Would you please confirm the Elevator Inspection Contractor does not perform the tests and only witnesses the tests performed by the Elevator Maintenance Contractor. Yes, that is correct. The inspector only directs and witnesses all inspections. Panacea who holds our Elevator full-service routine maintenance and inspections, ASME periodic testing and inspection contract, shall provide 1 Certified Journeyman Elevator Mechanic and 1 qualified helper to perform ASME periodic testing as directed and witnessed by the third-party inspector for the Semi-Annual Periodic Inspection in September and the Annual Periodic Category 1 and Category 3 inspections in March. Additionally, Panacea shall provide certified weights, labor and transportation to relocate the weights to each elevator, a Certified Journeyman Elevator Mechanic and qualified helper to perform the tests directed and witnessed by the third-party inspector. 5 Year inspection and testing accomplished March 2022. This is for both TVHS, Murfreesboro Campus, 3400 Lebanon Pike, Murfreesboro TN, 37129 and the Nashville Campus, 1310 24th Avenue South, Nashville TN 37212. Will the VA be providing their own elevator maintenance contractor Yes, As mentioned on #4, I have a base year plus 4 option year full-service routine maintenance and inspections, ASME periodic testing and inspection, repairs and providing call back repair service of all traction, hydraulic, roped hydraulic elevators, dumbwaiters and wheelchair lift at TVHS, Murfreesboro Campus, 3400 Lebanon Pike, Murfreesboro TN, 37129 and the Nashville Campus, 1310 24th Avenue South, Nashville TN 37212. Is the Elevator Maintenance contractor an outside vendor or internal? The Elevator Maintenance contractor is an outside vendor. It s a base plus 4 option year contract with Panacea. In what months are the Annual Inspections and the Semi-annual Inspections to be conducted? Does not matter exactly which month as long as it is every 6 months and 1 once a year. York VAMC, Murfreesboro, TN The two (2) units for Bldg. 9 are marked new. Can you provide the last known Category 5 (five year) test date for these? Actually, we just received a temporary certification for a one new elevator in building 9 and one new elevator in building 8. The Category 5 (five year) inspection/test for these two new elevators were conducted in October 2022. All of the existing elevators were done in March 2022. Semi-annual is September/Annual March. Note: a is conducted back-to-back with Murfreesboro for Semi-Annual Periodic Inspection in September and the Annual Periodic Category 1 and Category 3 inspections in March. Additionally, Panacea shall provide certified weights, labor and transportation to relocate the weights to each elevator, a Certified Journeyman Elevator Mechanic and qualified helper to perform the tests directed and witnessed by the third-party inspector. 5 Year inspection and testing was accomplished in March 2022 for both Murfreesboro and Nashville. Quillen VAMC, Mountain Home, TN There is no information provided of last known test dates for the Category 5 (five year) inspection/test. Can you provide that information? Category 5 was completed July 25, 2022. Semi-annual inspections are in February and again in August. Lexington-Sousley VAMC, Lexington, KY There is no information provided for Bldg. 28, #1-#2 for the last known Category 5 (five year) inspection/test. Can you provide that information? The last 5-year test for Lexington was done August 2021. So, Option year 2 will be for FY2026. Louisville VAMC, Louisville, KY There is no information provided for Bldg. 19, #P-19 for the last known Category 5 (five year) inspection/test. Can you provide that information? Category 5 was completed August 2021. The incumbent contractor is ATIS ELEVATOR INSPECTIONS, INC. Awarded price was $193,680.00 for a base period and 3 option years.
