- Sources Sought Notice Number 36C26223Q0527 This is not a solicitation announcement. This is a sources sought notice only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (GSA Schedule Holder, HUBZone, 8(a), small business, small disadvantage, veteran owned, women owned or service- disabled veteran owned small business relative to NACIS 722310 Cafeteria Food Service or 722330 Mobile Food Services. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought notice, a solicitation announcement may be published in Contract Opportunities website. A response to this source sought notice is not considered adequate responses a solicitation announcement if one is published in Contract Opportunities website. If a vendor continues to be interested in this procurement and if a solicitation is announced in Contract Opportunities website, all interested offerors must respond to the solicitation announcement in addition to responding to this sources sought notice. The NAICS for this requirement is: 722310 Cafeteria Food Service or 722330 Mobile Food Services. Interested and capable Contractors should respond to this notice via e-mailed to the attention of Mona Nimmo at: mona.nimmo@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 15:00 or 3PM PST on February 16, 2023. Response to this notice should include: company name address phone number point of contact Type of business , (e.g., Large or Other than Small Business, Services Disabled Veteran Owned Small Business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). Entity Unique Identifier (EUI) Number: Capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in the attached DRAFT Performance Work Statement (PWS). Respondents are also encouraged to provide specific examples (e.g., contract number, point of contact information) of the Contractor s experience providing the same or similar services to that described in the attached DRAFT PWS. Capability statement shall specify the following items: Have you been a Prime Contractor in providing appropriate labor, transportation, supervision, materials, equipment, supplies, and other non-personal services to perform meal service as described in the DRAFT PWS below? Do you have experience providing these services in the Greater Los Angeles area? If so, please provide detailed information describing the type of services you provided and where these services were provided. If these services were provided under contract, identify the organization for whom you provided these services and provide the contact information for someone from that organization who can verify your contract with that organization. For each clinic you operated, provide information regarding the number of patients served. The responses to the questions posed above regarding your company s experience/capability will be used to determine whether the anticipated procurement for meal services at VA Greater Los Angeles Healthcare System (VAGLAHS),11301 Wilshire Blvd, Los Angeles, CA 90073 should be set aside for SDVOSB, VOSB, or other small business concerns. Respondents to this Sources Sought Notice should fully answer each of the questions posed above. A response to the Sources Sought Notice that does not provide sufficient detail to fully answer each question above may be considered by VA to be a statement that your company does not possess the experience/capability being addressed by that question. SDVOSB/VOSB respondents If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to VAAR 852.219-10 and VAAR 852.219-11, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Required Services: VA Greater Los Angeles Healthcare System (VAGLAHS) has a need to provide three (3) meals a day (breakfast, lunch, and dinner) and at least 2 nutritious snacks seven (7) days a week, 365 days a year to approximately 140 homeless Veterans residing in the tiny shelters at 11301 Wilshire Blvd, Los Angeles, CA 90073. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Registration must include Representations and Certifications Please review the attached DRAFT PWS for description of services. --End of Sources Sought Announcement DRAFT Performance Work Statement (PWS) Background: The VA Greater Los Angeles Healthcare System (VAGLAHS) Care, Treatment, and Rehabilitative Services (CTRS) program is a low barrier entry point to other VA and community partner initiatives that focuses on stabilization of Veterans clinical needs, while moving homeless Veterans toward permanent housing solutions. The program is comprised of 140 tiny shelters and provides high-risk homeless Veterans with access to health care, social services, meal services, a clean environment, and assistance with transitional and/or permanent housing assistance on the West Los Angeles (WLA) campus. General Requirement: The Contractor shall provide all necessary and appropriate labor, transportation, supervision, materials, equipment, supplies, and other non-personal services to perform meal service for VA Greater Los Angeles Healthcare System (VAGLAHS), Care, Treatment, and Rehabilitative Services (CTRS) program. The Contractor shall provide meal services for approximately 140 Veteran patients at VAGLAHS s Care, Treatment, and Rehabilitative Services (CTRS) program located at VA Greater Los Angeles Healthcare System, West Los Angeles (WLA) campus, 11301 Wilshire Blvd, Los Angeles, CA 90073. General Responsibilities: The Contractor shall serve Veterans three (3) meals a day (breakfast, lunch, and dinner), seven (7) days a week, 365 days a year. In between meals, at least 2 nutritious snacks that meet each Veteran s dietary needs shall be served to all Veterans. Some Veterans may have medical recommendations for specialized diets (e.g., cardiac, low sodium, or diabetic diets). The Contractor shall accommodate the individualized dietary needs of Veteran residents, as specified by their medical providers and/or Registered Dietitian. Contractor shall provide beverages to include a variety of juices, water, coffee, and milk. Contractor shall provide meals no sooner than 30 minutes prior to the meal start time and no later than 30 minutes after the meal start time. Predetermined hours as requested: Breakfast (7am) Lunch (11am) Dinner (5pm) Sanitary procedures shall be established and maintained for disposing of used dishware and utensils, cleaning equipment and work areas, and for proper waste disposal. The Contractor shall provide all kitchen supplies and utensils required to prepare and consume food and drinks, inclusive of condiments, disposable dishware, and disposable utensils. Menus shall be written at least one week in advance and copies of the menus as served shall be dated and kept on file for at least 30 days. These records shall be made available for review by Veterans and/or VA staff. A VA staff member or designee will assess printed menus as well as Veterans satisfaction with meals and the actual consumption of food offered and collaborate with contractor as needed to make menu and programmatic changes as necessary. The dietary needs of Veterans shall be met in accordance with sound nutrition consistent with USDA standards: https://www.nal.usda.gov/fnic/dietary-guidelines Performance Monitoring: The VA will have the right to inspection of the facility, multiple times annually, scheduled, and unscheduled, by an authorized representative(s) designated by the VA to determine whether acceptable dietary standards are maintained, and that adequate care is being rendered. The VA has particular concern for the dietary needs of chronically homeless Veterans, many of whom are either undernourished or malnourished, or have developed poor eating habits, because of chronic dental, medical, mental health, or substance use disorders. The COR shall monitor the Contractor's performance. Performance deficiencies identified during the term of the contract shall be reported to the Contractor in writing by the COR or the Contracting Officer. Upon notification of deficiencies or poor performance, the Contractor shall be given a reasonable time to take corrective action. If determined appropriate, the Contracting Officer, COR and/or other VA staff members shall meet with representatives of the Contractor to review performance and resolve issues. All deficiencies or poor performance shall be documented and shall be corrected within the timeframe specified by the Government. Government-Furnished Equipment / Government-Furnished Information: Place of Performance: VAGLAHS CTRS Program 11301 Wilshire Blvd., Los Angeles, CA 90073 Changes to Contract: The Contractor understands that only the Contracting Officer has the authority to make changes which may affect the contract terms and conditions, quality, quantity, price, and/or delivery of the contract. The Contractor shall not accept any instructions issued by any person other than the Contracting Officer or delegated Government representative acting within the limits of his/her authority that would result in a change to the contract terms and conditions, quality, quantity, price, and/or delivery of the contract. In the event the Contractor commits to changes at the direction of any person other than the Contracting Officer, the changes shall be considered to have been made without proper authority and no adjustment shall be made in contract terms or price to cover any change in costs incurred as a result thereof.
