Description
US Department of Veterans Affairs Request for Information/Sources Sought VA Cloud and Infrastructure Advisory Services This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. Any contract/order that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry best practices, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions will become Government property and will not be returned. Interested vendors are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Requirement: The purpose of this RFI is to identify qualified vendors, who are able to meet Department of Veterans Affairs (VA) Office of Information and Technology (OI&T), Application Hosting Cloud Edge Solutions (ACES), Infrastructure Operations (IO) requirements for Cloud and Infrastructure Advisory Services. Qualified vendors would be expected to provide Process Re-Engineering Support, Program and Project Communications, Architecture and Design services, Infrastructure Unified Intake Process Support, Cloud Migration and Implementation Analysis, Architecture and Design, and Training. Background: The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Infrastructure Operations (IO), Application Hosting Cloud Edge Solutions (ACES) Office, strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. In December 2021, the OIT Infrastructure Operations (IO) Division, to further progress its Cloud and Infrastructure IT modernization efforts, established the ACES Office to centralize and integrate the planning, execution, management, and oversight of cloud and infrastructure initiatives. VA requires cloud and infrastructure advisory support services support to: Establish and mature standardized assessment, planning, migration, develop, implementation and deployment approaches, processes, and tools to plan, execute and manage cloud and infrastructure IT modernization efforts. Assess and evaluate cloud, on-prem and hybrid-based solutions to address prioritized, infrastructure capability needs. Develop, optimize, and maintain VA cloud and infrastructure architectures and designs by leveraging emerging technologies (such as containerization, cloud native techniques, and automation), enhancing existing VA services and tools, and incorporating lessons learned to improve resiliency, and optimize cost and performance. Provide program and project process re-engineering support to establish monitor, track, and report on the progress on infrastructure operations projects. Assist VA in planning cloud and infrastructure projects and validating their successful completion and make recommendations to improve resiliency and optimize cost and performance. Provide program and project, and technical training and coaching to assist VA in organically building modern cloud and infrastructure operations expertise and management capabilities. Drive engineering and operational excellence outcomes across ACES platforms and hosted applications/systems by leveraging emerging technologies (such as containerization, cloud native techniques, AIOps, and automation), financial operations (FinOps), lessons learned, and best practices. RFI Submission Instructions: NOTE: Please be advised that any Contractor, including its team members, that receives the award for this effort will be taking on a significant OCI which may preclude them from submitting proposals for other VA support services contracts. The capability package must be clear, concise, and complete. VA is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this RFI. Provide the following information: Generic capability statements will not be accepted or reviewed. Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? Any Schedules held on General Services Administration (GSA), Government-Wide Acquisition Contracts (GWAC) held on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) V, or any other schedule not mentioned above to assist in determining acquisition strategy if you are included in one or more. Please also include Contract Number, expiration date, etc. Please be advised that this contract will have extensive conflict of interest provisions that would prevent you from submitting proposals for other VA support services contracts. Considering these restrictions, would you still submit a proposal. If no, please indicate and provide any feedback limiting to one page. Provide an overview of your company including primary services that you provide, size of the company, year established etc. Describe your relevant experience in providing a similar scope of services to Government agencies of similar scope, size and complexity of the VA. Include the agency name, project type, scope, length, and deliverables. Describe your experience in providing a similar scope of services to commercial organizations of similar scope, size and complexity to the VA. Include the company s name, company size, company revenue, project type, scope, length, and deliverables. If you were to submit a proposal, would your company be the sole provider of the complete scope of services, or is your company planning to provide any of the services sought in partnership with other entities? If it will be in partnership with another entity (or entities), identify the scope of services that will be provided by subcontractors or partners, the names of anticipated partners and the percentage(s) of the service(s) that will be provided by each of the subcontractor(s) or partner(s). Have you ever performed intake support services to assess cloud suitability, analyze and recommend target cloud migration methodologies, develop solutions architectures and designs, and provide subsequent migration and planning services under a single contract that would be of similar scope, size and complexity as represented by this RFI? If so, provide details. Have you ever performed similar services, that required you to coordinate and collaborate with customer project teams and separate companies performing the execution of the cloud migrations and implementations? Describe how you effectively worked with the teams to successfully migrate systems and applications. Have you used a standardized approach to analyzing and assessing emerging technologies and IT solutions to satisfy capability needs for a customer that services an enterprise with similar scope and complexity? Describe that experience. Please list all the cloud vendors you have provided operational and/or full service cloud management support for, and indicate if you also support edge solutions, traditional datacenters, platform services, and hybrid environments. Please recommend specific skills and qualification requirements (i.e., degree level, certifications, years of experience) to inform our development of LCATs and enable recruiting and hiring qualified talent to perform the support services. Please recommend performance metrics that the VA should use to drive engineering and operational excellence outcomes, including but not limited to the following: Developing, optimizing, and maintaining VA cloud and infrastructure architectures and designs by leveraging emerging technologies (such as containerization, cloud native techniques, and automation). Enhancing existing VA services and tools, and incorporating lessons learned to improve resiliency, and optimize cost and performance (e.g., financial operations [FinOps]). Has the draft PWS provided sufficient detail to describe the technical requirements that encompass the VA Cloud and Infrastructure Advisory Services to be performed under this effort under a Time-and-Material contract type? ______ YES _______ NO If NO , please provide your technical comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort. The Government will not review any other information or attachments included, that are in excess of the 5-page limit.  The Government will not review generic marketing materials that do not address the information contained herein or the attached documents.
