Description

This is a pre-solicitation notice for informational purposes to notify industry of an upcoming solicitation.� This is NOT a solicitation or request for proposals and no proposals will be accepted or considered. Tobyhanna Army Depot, Tobyhanna, PA 18466, has a requirement for on-call construction services for the repair and maintenance of roads and asphalt, as well as road marking and painting. The construction services necessary to complete this work and associated contract requirements include providing all insurance, licenses, permits, labor, materials, equipment, supervision, and management.� The Government is anticipating award of 5 year contract, with 1 base year and 4 options years.� In accordance with FAR 36.204, the estimated magnitude is $1,000,000.00 to $5,000,000.00 for the entire 5 year period.� This contract will allow the Government to issue individual orders on an as needed basis using firm fixed unit prices for each task. The contractor shall make themselves available within 3 business days of notification that work is required. �Emergency calls will only be for the complete closure of roads due to emergency utility repair.� Emergency call response time shall be 24 hours. Work includes, but is not limited to (see Attachment 1 � Scope of Work (DRAFT) for full description of requirement: -Repair of potholes -Excavation of deteriorated asphalt -Crack sealing -Pot hole hand patching -Street sweeping/cleaning -Road painting and line marking The Government anticipates solicitation will be issued on or about 2 March 2023.� Solicitation and all accompanying documents will be posted in the same manner as this notice, at SAM.gov. This requirement requirement shall be a total small business set aside.� North American Industry Classification System (NAICS) code 237310 � Highway, Street, and Bridge Construction, Size Standard $39.5M shall be used. The information provided in this notice is subject to change and is not binding on the Government.� The Government shall not be liable for any costs incurred as a result of this notice or your firm�s response.
