- Amendment 01 -� �In accordance with FAR 36.211(b), the following information is provided: The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.� Pre-solicitation Notice RFP with Sole Source, Brand Name Requirements, and Options NAICS Code: 236220 -- Commercial and Institutional Building Construction The 125th Fighter Wing (FW), Florida (FL) Air National Guard (ANG) Base, in Jacksonville, FL, intends to issue a Request for Proposal (RFP) to award a single firm-fixed price contract for non-personal services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of Military Construction (MILCON) project �Four Bay F-35 Flight Simulator Facility (F-35 SIM).� The F-35 SIM will include the following spaces: administrative, special purpose, assembly, storage, equipment issue, and specialized training and simulator areas. The facility includes reinforced concrete foundation and floor slab, structural steel frame with masonry walls, and standing seam metal roof. The slab in the simulator bays are 1,210 square foot monolithic concrete slabs. The project includes all utilities, site improvements, pavements, detection/protection features, security enhancements, environmental mitigation, and other supporting work necessary to make a complete and usable facility. Cybersecurity measures are included in accordance with UFC 4-010-06, Cybersecurity of Facility-Related Control Systems. The F-35 SIM will be a permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01 and compliance with Intelligence Community Directive (ICD) 705 for the Sensitive Compartmented Information Facility and Special Access Program Facility areas. Additionally, this project will meet Duval County, Florida wind speed design requirements. In addition to a base price for the work described above, the solicitation will include nine Optional Line Items for this project: 1). Catwalk System, Ladders, Access Doors 2). Masonry Screen Wall at Mechanical Yard - I.L.O. Chain-Link Fencing. 3). Recessed Access Floor in Rm 118 � I.L.O. Slab on Grade. 4). Recessed Access Floor in Rm 148 � I.L.O. Slab-on-Grade. 5). Fixed Tiered Seating in Rm-148. 6). Upgrade, Operable Partition to STC-55. 7). Add Landscaping Trees. 8). White Sound Generator System. 9). Upgrade of Interior Flooring Finishes Note: You can locate more in-depth descriptions of each of these Optional Line Items in the Specs and Drawings documents to be provided with the solicitation on www.SAM.gov. This project is 100% Small Business set-aside competition. The construction/contract duration is 420 calendar days after NTP to include inspection and punch list. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45 million. The magnitude of construction for this project is between $10,000,000.00 and $25,000,000 million. For this construction requirement there will be Four brand name/sole source justifications. See the items listed below: 1. Advantor Security Systems, �2. Best Locks and Cores,� 3. Johnson Controls-Metasys,� 4. Monaco MAAP-X� (noted justifications will be included with the solicitation) Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on or about 06 February 2023. The tentative date for the site visit and preproposal conference is on-or-about 15 February 2023, 09:00 A.M. EST at the 125th FW Bldg. 1001/Room 240 Maintenance Squadron Classroom, FL ANG Base, Jacksonville, FL. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The solicitation closing date is scheduled for on or about 17 March 2023. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. Evaluation factors include Technical, Past Performance and Price. The Government intends to award without discussions. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.SAM.gov. The solicitation and associated information, the plans and specifications will be available only from the Contract Opportunities page at www.SAM.gov via PIEE/Solicitation module upload.
