- PURPOSE OF THIS AMENDMENT IS TO CORRECT TITLE OF BID OPTION 2 TO LANDSCAPE FURNITURE.� ALL OTHER INFORMATION REMAINS THE SAME. This is a pre-solicitation notice synopsizing an upcoming Invitation for Bid (IFB) solicitation to satisfy the requirements of FAR 5.201, 5.203 and 5.204. The Contracting Officer (KO) will not be able to answer any questions pertaining to this notice. Questions will only be answered that are received by Request for Information (RFI) after the actual solicitation has been posted to Contracting Opportunities website at www.SAM.gov. The KO will not maintain a bidder's mailing list. �Do not contact the KO for General Contractor Information. It is the responsibility of the bidder to monitor and download amendments from FBO which may be issued to this solicitation. On or about 22 February 2023 the United States Property and Fiscal Office for Alabama, on behalf of the 187th Fighter Wing (FW), Alabama Air National Guard, Montgomery Alabama intends to issue an Invitation for Bid on construction of an addition to the Squadron Operations Building, building 1303, located at the 187th FW. ��The Project reference number is FAKZ189102.� This will be a single, firm-fixed-price contract for construction services, non-personal, to provide all plant, labor, transportation, materials, facilities, tools, equipment, appliances, and supervision necessary to perform and complete construction of the building addition at the 187th Fighter Wing, Montgomery Regional Airport, Montgomery, Alabama.� Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is anticipated to take approximately 365 calendar days after the notice to proceed, to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $45.0 million average annual revenue for the previous three years. This action is being procured as a 100% Small Business Set Aside. The Wage Rate Requirement for Construction Determination for this project is AL20230093 Dated 01/06/2023. Project scope includes sitework, subgrade excavation, building foundations, structural, architectural, plumbing, mechanical, electrical and relocation of existing utilities for a new two-story addition to an existing facility (Building 1303) and associated sitework per the contract documents. The proposed project includes the following: 1. Vertical construction will consist of addition and renovation to one existing Facility. Construct an approximate 3,300 square foot addition housing the Base's Squadron Operations Functions specific to the F-35. Within the new addition, special facilities include secure and non-secure office space, storage space, secure storage room and expanded performance element.� The renovation scope will be approximately 1,300 square feet of modification to serve the functions specific to the F-35. Within building 1303, special facilities include reconfiguration of non-secure office, training, and storage spaces. Modifications to secure spaces are limited to power, data, and security modifications. One existing non-secure area will be converted into a separate dedicated secure working area. Project shall include three bid options: Bid Option 1:� Generator � Provided and install a new 300KW diesel generator. Bid Option 2:� Landscape Furniture � Install architectural bench seating in exterior area. Bid Option 3:� Dumpster Concrete and Enclosure. Brand name/Sole source requirement applicable to this project are as follows: - Johnson Controls: The project will consist of installation of new heating, ventilating, and air conditioning systems throughout the addition to the facility. This will include new Direct Digital Controls. - Monaco: The project includes installing a fire suppression system to include a new fire alarm system. - Stanley Best Access Systems-Locks: There will be a replacement of a majority of the interior and exterior doors that will require new cores/locks. - Advantor: The project will be upgrading security measures to meet new requirements.� - Moduline Plank Pavers (belgard.com): This project includes a portion of a Pedestrian Concourse. This Pedestrian Concourse will be constructed with pavers. There will be a pre-bid conference/site visitation held for this project and for all prospective bidders. Date and time will be posted with the Solicitation. The solicitation will be a competitive Invitation for Bid (IFB) and there will be a formal, public opening at a date to be determined at time of formal solicitation. Your attention is directed to FAR Clause 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the const of the contract, not including cost of materials, with its own employees�.
