Description
The Bureau of Land Management-Utah State Office (BLM UTSO) intends to modify purchase order 140L5721C0004 to, Gunnison Bend Veterinary Services, 1115 East Main Street, Delta, UT 84624. The modification will be made for Sutherland Veterinary Services for wild horses at the Sutherland off-range corral (ORC) facility in Sutherland, Utah due to an increase in capacity at the ORC site. This purchase order is for full veterinary services for any and all wild horses being held at the 1,500-horse capacity ORC facility, including but not limited to: vaccinations/boosters, antibiotic injections, castrations, cryptorchid castration/surgery, wound care, Coggins test � for Equine Infectious Anemia (EIA), de-worming, micro-chip injections, euthanasia, emergency care with a 1-hour response time upon receiving request, health certificates for shipping, individual animal ID and exam through the chute, weekly animal health corral inspections, and other services as needed. Gunnison Bend Veterinary Services is uniquely qualified to continue to fulfill the need at Sutherland ORC with increased capacity as they are the only veterinary service with wild horse experience within a 75-mile radius. Gunnison Bend Veterinary Services is located approximately 4 miles from the Sutherland ORC facility, which enables them to respond within the 1-hour time frame for all emergency services. This allows the BLM to provide the best possible care for the wild horses in our care as required by BLM Comprehensive Animal Welfare program and policies. Any delays in this action would be consider unacceptable in fulfilling the Government�s commitment to the Comprehensive Animal Welfare program for protecting the welfare of wild horses under the agency's management and protection. The BLM is committed to protecting animal welfare and providing humane care and treatment to all wild horses protected by the Wild Free-Roaming Horses and Burros Act. A modification to contract 140L5721C0004 will be executed pursuant to Simplified Acquisition procedures and Other than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is 2/20/2023. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services listed above. Deadline date for the submittals is 2/16/2023 at 1100 Mountain Time. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The closing date for this notice is 2/16/2023 at 1100 Mountain Time.
