- ****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** Sources Sought Announcement for�Design-Build Construction for EDI: Explosive & Ammo Loading/Unloading Apron Mihail Kogalnniceanu Main Camp, Romania DC-23-0075 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: �237310 Highway, Street, and Bridge Construction (Corresponding Index Entry - Airport Runway Construction), PSC: Y1BD Construction of Airport Runways and Taxiways 3. PLACE OF PERFORMANCE: Mihail Kogalnniceanu Main Camp, Romania 4. ACQUISITION INFORMATION:� NAU anticipates soliciting and awarding an unrestricted, full and open competitive acquisition, which will result in the award of a Firm-Fixed-Price (FFP) stand-alone (C-Type) construction contract.� The Government will use Two-Phase Design-Build Selection Procedures for the establishment of the contract in accordance with FAR Subpart 36.3 and ER 1180-1-9, as authorized by 10 USC 2305a. The acquisition will be a Best-Value Procurement, utilizing a Tradeoff Source Selection Process (see FAR 15.101-1). This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. 5. PROJECT DESCRIPTION: This procurement is to design and construct an explosives and ammunition loading/unloading apron. Primary facilities include an aircraft loading/ unloading apron, a blast exhaust deflector, a cable vault, and associated taxiways. Supporting facilities include site development and/or improvements, utility connections, lighting, maintenance access road, and storm water management. Demolition of existing infrastructure is required. The potential acquisition includes: Fixed Wing Parking Apron- 59,295 SY Fixed Wing Taxiway- 20,030 SY Aircraft Loading Apron- 19,686 SY Construction measures in accordance with the Host Nation Technical Requirements (HNTRs), USACE Specifications, project specifications and drawings will be provided through the Solicitation process. According to DFAR 236.204 - Disclosure of the Magnitude of Construction Projects the estimated Magnitude of Construction for this acquisition is between $25,000,000 and $50,000,000. 6. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 7. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the US Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: �Interested Contractors must have construction experience with airfield construction projects in Europe (pavement, aggregate sourcing, lighting/controls, etc.), design experience on airfield construction projects in Europe utilizing Host Nation and UFGS requirements and previous design-build experience working on military installations in Europe including base access, delivery of equipment, mobilization plan etc.� Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation):� Capability Statements should include: Firm�s name, address, English speaking point of contact, phone number, e-mail address, and CAGE Code and DUNS number. Firm�s interest in proposing on the solicitation when issued. Firm�s capability and capacity to perform contract(s) of this magnitude, complexity and experience managing multiple projects simultaneously. Provide examples of 3 projects previously performed within the last 10 years. Firm�s Joint Venture information or Teaming Arrangements (if applicable). 9. ANTICIPATED PUBLIC ANNOUNCEMENT & AWARD: Should the acquisition proceed, USACE NAU anticipates posting the solicitation in March 2023 and award of the contract in September 2023. 10. �RESPONSES DUE: All interested contractors should submit responses via email by 1700 hours Central European Time (CET) on 14 February 2023.
