Description
THIS IS A PRESOLICIATION NOTICE An Invitation for Bids POSTED ON OR ABOUT 9/1/2022. The North Texas Veterans Health Care System (NTVHCS) currently has a requirement for a project to Provide Primary Electrical Feed to Building 1 Thomas E. Creek VA Medical Center Amarillo, TX 79106. 36C257-23-B-0032 The project will include all labor, supervision, materials, equipment, to relocate the main electrical feeder to Building 1, along with interior electrical renovations, per the A/E design, at the Thomas E. Creek VA Medical Center, Amarillo Texas. The purpose shall be to provide the building a separate, more modern electrical service to serve current and future electrical needs to the building. Contractor Shall use the Drawings, Plans, and Specifications attached with the Statement of Work (posted with solicitation). The scope of this project will require coordination between the contactor, COR and VA staff. Ultimately the means and methods to perform this work and determine a sequence of work will be determined by the contractor. WORK SHALL INCLUDE: The contractor shall provide the specific services and deliverables described below: The work effort, however, does suggest a general, phased sequence of construction. A new electrical service from the main switchgear to supply Building 1. Disconnecting electrical service from Building 4 to Building 1. A new ATS for generator power to Building 1. Removing any power to Building 7 and Building. 8 from Building 1 per the A/E design. Providing new power to Building 7 and Building 8 per the A/E design. Installing new panels, transformers, switches, conduit, wiring, etc. associated with the new electrical service. This includes all emergency panelboards and transformers in electrical rooms per the A/E design. F. Removal of all panels, transformers, switches, conduit, wiring, etc. associated with demolition of the old electrical service per the A/E design. G. All electrical infrastructure and associated equipment taken out of service in Building 1 shall be completely removed, rather than abandoned. This is required to create above ceiling space for ductwork and controls to support the new AHU tower planned for Building 1. The NAICS code for this procurement is 236220 with a small business size standard of $45.0 M. The magnitude of this project is between $2,000,000 and $5,000,000. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below. The POC for this project will be Horacio Fernandez. Important Notice: Apparent successful bid must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer.  Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
