**UPDATE** This announcement notifies Industry of the Virtual Pre-Proposal Conference to be conducted on 07 February 2023 at 1:00pm EDT. This Virtual Pre-Proposal Conference will be conducted via Microsoft Teams and a link to the event will be provided once the interested party has provided the below registration information. The Government will present a briefing with an open forum to address questions concerning the solicitation. The Government will permit one-on-one sessions with interested Offerors who will be performing as the Prime on 07 February 2023 following the briefing. Each one-on-one session will be limited to twenty (20) minutes. Both large and small businesses are encouraged to attend. VIRTUAL PRE-PROPOSAL CONFERENCE WILL BE HELD: DATE: 07 February 2023 TIME: 1:00PM EDT (Open Briefing), 2:00PM EDT � 4:00PM EDT (One-on-One Sessions) LOCATION: This Pre-Proposal Conference event will be held virtually via Microsoft Teams. Registration is required in order to attend. GENERAL INFORMATION: Please note the following regarding the Pre-Proposal Conference: Please log on fifteen (15) minutes early to check-in Recording of this event is prohibited NAVAIR intends to discuss the following areas: Overview of the J85 Engine Program and PMA-226 Performance Work Statement and general capability of services sought Industry concerns with Final RFP requirements Contract/CLIN Structure Section L � Instructions to Offerors and Section M � Criteria for Award Task Order Procedures The twenty (20) minute one-on-one sessions will be held on 07 February 2023 following the open briefing . A scheduled time slot will be provided via email for the requested twenty (20) minute one-on-one sessions. Please note only one (1) session may be requested per Prime Offeror. All attendants are required to register prior to attending the event. �Please send RSVP to Sarah Carter, sarah.b.carter8.civ@us.navy.mil and Catrina Vitez, catrina.m.vitez.civ@us.navy.mil no later than 03 February 2023 12:00pm EDT.� Please include the following information with your submission: number of attendants, name(s), e-mail address(es), title(s), and phone number of all individuals that will be attending. The previously posted RFP contains publicly releasable, unclassified documentation. It is recommended that interested parties check the SAM.gov website frequently for any updates or amendments. **END OF UPDATE** The Department of Navy (DoN), Naval Air Systems Command (NAVAIR), Program Management Air, Specialized and Proven Aircraft Program (PMA-226) Adversary F-5 Integrated Product Team (IPT) is requesting proposals for F-5N/F J85-GE-21C Whole Engine Inspection and Repair Services. The Contractor shall provide domestic F-5F/N J85-GE-21C 900/1800 Hour Special Inspections, stand-alone testing, and select Repair of Repairable(s) associated with the J85-GE-21C Engine Flight Hour (EFH) Program. The resulting contract vehicle will be a Multiple-Award Indefinite Delivery Indefinite Quantity (MA/IDIQ) with Firm Fixed Price (FFP) and Cost Reimbursable contract line item numbers (CLINs). The planned ordering period is one (1), five (5) year base and one (1), four (4) year option ordering period for a total ordering period of nine (9) years. The 52.217-8 clause, Option to Extend Services, is included in this contract to allow for up to an additional six (6) months of services. This requirement will be conducted on the basis of full and open competition. The North American Industries Classifications System (NAICS) for this procurement is 336412, Aircraft Engine and Engine Parts Manufacturing. The Product/Service Code (PSC) for this procurement is J028, Maintenance, Repair, and Rebuilding of Equipment ? Engines and Engine Parts Manufacturing. The proposal submission deadline is Friday, 17 February 2023 at 5:00 PM Eastern Time (ET). All volumes of the proposal shall be submitted electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. Questions will be accepted and must be submitted by email no later than 31 January 2023 at 04:00 PM ET to Ms. Sarah Carter at sarah.b.carter8.civ@us.navy.mil and Mrs. Catrina Vitez at catrina.m.vitez.civ@us.navy.mil. No phone calls will be accepted. NAVAIR will provide non-proprietary Questions and Answers in response to this Solicitation via a PIEE posting. If questions received contain proprietary information, be sure to inform the Government of this in your response. In addition to both criminal and civil penalties for individuals, the Procurement Integrity Act also provides administrative actions which include, but are not limited to, cancellation of the procurement if it has not yet been awarded, rescission of the awarded contract, and the initiation of a suspension or debarment proceeding. To ensure compliance with the Procurement Integrity Act, interested parties are strongly encouraged to limit all communications related to this procurement (i.e. N0042123R0009) to the Contracting Officer and the Contract Specialist listed within the solicitation; interested parties are strongly encouraged to refrain from discussing any information related to this procurement with any other Government personnel.
