- Description
- PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to procure Abrams M1A2T Tank Diagnostics/Troubleshooting and Maintenance Trainers as part of the M1A2T Abrams Tank Foreign Military Sales (FMS) Case with an intent to sole source. This effort will provide two (2) M1A2T D/T and Maintenance Trainers with classrooms. Requirements are as follows: a. The M1A2T D/T and Maintenance Trainer will train the critical skills required to qualify M1A2T organizational and direct support maintenance technicians. The trainer will support individual skill development in M1A2T turret/hull familiarization, system operation, fault symptom discernment, fault diagnosis, troubleshooting, and component removal/replacement. The Organizational Maintenance (OM) lessons will use actual vehicle technical manuals and supporting test equipment to maximize trainer realism and effectiveness. b. Direct Support (DS) level lessons will provide individual training in the setup and operation of the Direct Support Electrical System Test Set (DSESTS) equipment, and the diagnosis and repair of major M1A2T system Line Replaceable Units (LRUs). The direct support lessons will use the actual DSESTS technical manuals and diagnostic software. c. Interactive Two-Dimensional (2D) and Three-Dimensional (3D) environments hosted on Commercial Off-The-Shelf (COTS) computers with the most current Windows operating system are required. Computer input will be made via touch screen and/or keyboard/mouse. The training system will not utilize operational equipment and/or components. The virtual environment will provide a complete simulation of actual equipment that responds to student interactions. d. Each MIA2T D/T and Maintenance Trainer will have a twelve (12) student station classroom. Each student station will have two displays, one to provide a 3D view of a virtual M1A2T Tank that allows navigation of the students viewpoint in and around the Tank, and the other monitor to provide a 2D view for the student to interact with the Tank LRUs. e. An Instructor Station that allows the trainer to be powered up and permits the initiation of training lessons is required. The Instructor Station will allow the instructor to monitor, record, score, and store the performance of students on all tasks, as well as evaluate the student's knowledge of the system's functioning theory. f. Training in troubleshooting, diagnosing, and fault isolating of the Tank turret, hull and fire control systems utilizing the Self-Test (ST), Built? In?Test (BIT) and Fault?Isolation?Test (FIT), M1A2T Embedded Diagnostics (ED), and DSESTS are required. g. The M1A2T D/T and Maintenance Trainer hardware and software will support the Tanks Theory of Operation, Normal Operations, General Maintenance, Troubleshooting and DSESTS Tasks. The virtual models and software will support the Tank behaviors and functionality described in the M1A2T Technical Manuals (TMs) work packages. h. Two (2) M1A2T D/T Maintenance Trainer Instructor/Operator (I/O) and Maintenance Training Courses will be conducted. The I/O portion of the course will be four (4) days in length. The Maintenance portion of the course will be conducted in one (1) day. Up to ten students will be trained in each course for (8) hours per training day. PERIOD OF PERFORMANCE: The Period of Performance (POP) for this effort is approximately fourteen (14) months. Contract award is anticipated in the third quarter of Fiscal Year 2023 (3QFY23). This acquisition is being expedited to support the M1A2T Tank Cadre Training at a CONUS location, and the M1A2T Tank delivery. ACQUISITION APPROACH: This requirement is expected to result in a Firm Fixed Price (FFP) FMS sole-source contract to the DiSTI Corporation. This action will be awarded in accordance with 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at $4M. ELIGIBILITY: The applicable North American Industry Classification System (NAICS) code for this requirement is 611420 Computer Training. The Product Service Code (PSC) is U099, Education/Training. RESPONSES REQUIRED: This Notice of Intent to award sole source is being provided to verify that no other sources can meet this requirement given the technical requirements, expedited timeline and substantial duplication of cost restraints. All responsible sources may submit a capability statement which shall be considered by the agency.
