- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a modification to existing delivery order N0001923F2490 under a Basic Ordering Agreement N0001920G0005 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, to assist with MQ-8C maintenance planning and support. Specifically, this effort will include the procurement of MQ-8C Fault Tree Analysis (FTA) for software version 12.3, inclusive of Built-In Test (BIT) codes and the respective test/fault coverage and triggering conditions for various MQ-8C systems affected by software version 12.3 and the production/delivery of a FTA Guidebook. For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" NGSC is the original equipment manufacturer and sole designer, developer, manufacturer, and integrator of the MQ-8C unmanned aircraft system, and therefore the only source with the requisite knowledge, experience, and technical data of the MQ-8C unmanned aircraft system design, operation, and maintenance requirements to successfully provide the Governments requirements in a timely and cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
