- Request for Information The Defense Medical Common Data Model THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) in support of Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS), Enterprise Intelligence Data Solutions (EIDS) Program Offices, anticipate issuing a sole source contract to IQVIA, Inc., for an estimated 1 year performance period, for subscription offered by IQVIA, focusing on the following areas: A transparent, reliable, standard, secure Observational Medical Outcomes Partnership Deidentification (OMOP) Converter software tool that semi-automates the conversion of structured and unstructured data to the OMOP format for the purposes of normalized, identifiable, and de-identified core data sets OMOP converter software capable of being maintained inside the Military Health System (MHS) Information Platform (MIP) capable of meeting DHA cyber security requirements OMOP conversion tool must run within the MHS Information Platform using native tools and complete mappings and remapping of OMOP data within the MIP boundary. MHS data will not be exported for data mappings or extraction, transformation, or load purposes (ETL) OMOP tool must support OMOP Common Data Model (CDM) v5.2 and v5.3.1. Support for v6 and CDM extensions (e.g., Oncology and Clinical Trials) OMOP conversion software must be capable of performing pre-processing tasks such as importing data assets and assessing data schemas Mapping source to target tables, map source to target fields, defining field logic, and creating lookups, staging tables, filters, and joining of data tables. OMOP conversion software with native privacy analytics software capable of data de-identification and tokenization that can link to a large, commercial data set with at least 200 million unique enrollees OMOP conversion software capable of processing datasets including Cerner data (bulk data extract), TRICARE pharmacy data (inpatient/outpatient claims), TRICARE claims data, enrollment data, and readiness data sets with an emphasis on existing domain expertise on these data. OMOP output capable of exchange with other federal agencies (Centers for Disease Control and Prevention (CDC), Department of Veterans Affairs, and Food and Drug Administration) Providing access to performance monitoring with data quality and operational monitoring dashboards and tools OMOP converter software capable of updating on a daily basis with monthly quality checks and full quarter ETLs of OMOP core tables. Clinical research and data analytic platform capable of analyzing OMOP datasets from the OMOP converter software including unstructured and structured data and the ability to link commercial military health system datasets. DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely delivery of the required capabilities at the required level of quality. Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.
