�***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: Feb 22, 2023 Synopsis: This is an intent to sole source notice, and is for informational/market research purposes only.�Please note:�This is not a request for proposals, quotations or bids. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. No solicitation is currently available. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The applicable NAICS code for this RFI is 513210. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request to be considered for a contract award. All sources that are able to provide technologies meeting criteria in this announcement should submit their interest to ATTN: William.prenzler@va.gov All information received in response to this notice that is marked proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the government's view of the information received. Responses to this notice will not be returned. The Contracting Specialist has determined from market research conducted that Advance nuclear medicine processing and display technology including extensive dosimetric tools and image analysis is a small market. The ability to add external beam radiotherapy planning and software interface is unique to MIM Software.� Furthermore a few companies other than MIM can provide portions of the required need (e.g., nuclear medicine contouring) but an integrated systems is needed to ensure compatibility of the data and efficiency.� The MIM Software Inc. technology that is sought is available only directly from MIM Software Inc. Such was determined via internet search, conversations with experts in nuclear medicine and radiation oncology, and conversations with personnel of MIM Software Inc. Some of the required/requested properties that are only available from MIM Software Inc. are landmark-based deformation, derivative-based algorithms for identification of differentials of uptake, seamless subtraction workflows for visual analysis of ictal and interictal scans, efficient gradient-based thresholding tools that have been demonstrated to be accurate and reproducible when applied by various users, workflow customization within a framework with intended extensibility, and multiple, extensive, unique organ atlases. Although a few vendors provide nuclear medicine data and image analysis software, it has been determined that only MIM software Inc. has product that meets all requirements of this request. The Annual Meetings of the Radiological Society of North America (RSNA) and the Society of Nuclear Medicine and Molecular Imaging (SNMMI) are the most significant clinical professional medical imaging conferences. The Annual Meeting of the American Society for Radiation Oncology (ASTRO) is that for radiation oncology. Most medicine imaging vendors interested in oncology exhibit in the technical exhibitions of these conferences. The products of vendors with potentially relevant software were reviewed on-line and at these conferences. Only MIM software Inc. has products with the sought components integrated such that one can work in a primary environment properly extensible to necessary data and image sources.� Furthermore, the Contracting Officer has determined that no opportunities exist for competition for either Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB). The Contracting Officer has determined MIM Software is the only authorized vendor for this procurement. Nuclear Medicine (NM) and Radiation Oncology of the Atlanta Veterans Affairs Healthcare System, 1670 Clairmont Road, Decatur, GA 30033 (ATL VA HCS) is planning the acquisition and installation of 1 server/storage unit with integrated MIM software and 12 clinical CPUs (w/ dual monitors) with integrated MIM software installed such that the following MIM software programs function fully and with the indicated concurrences: Encore w/ SPECTRA Quant & SPECTRA Recon (8), SurePlan MRT (1), SurePlan Liver Y90 (2), MIMneuro (1), MIMcardiac (3), and MIM Maestro (1). Requested also are seven (7) days of installation and training. Including purchase and installation of MIM Software Inc. technologies for NM and Radiation Oncology. The technologies are software with hardware for advanced analyses of data and images for dosimetric planning in theranostic radioisotope studies, for dosimetry planning integrating results of multimodality molecular imaging in external radiation therapy studies, and for semi-quantitative and quantitative analyses of cardiac, neurologic, and oncologic multimodality molecular imaging studies. The technology is to function fully; that is to perform advanced analyses and displays relevant to studies involving the following molecular imaging and multimodality molecular imaging technologies: positron-emission tomography-computed tomography (PET-CT), single-photon emission computed tomography-CT (SPECT-CT), PET-magnetic resonance imaging (PET-MRI), PET-PET, SPECT, and single-photon emission (SPE) imaging. In addition, it is to perform advanced contouring and segmentation as bases of sophisticated algorithms for radioisotope therapy and external-beam radiation therapy planning. NM and Radiation Oncology of the ATL VA HCS seek specialized technology for performance of clinical NM semi-quantitative and quantitative data and image processing, display, and analysis. Sought is software with advanced functionalities, including landmark-based deformation, derivative-based algorithms for identification of differentials of uptake; with subtraction workflows for visual analysis of ictal and interictal scans for advanced theranostic therapy determination; efficient gradient-based thresholding tools demonstrated to be accurate and reproducible when applied by various distinct users; with workflow customization tools within a framework of structured extensibility that can accommodate IDL and Matlab formulations; and with multiple, extensive, unique organ atlases. Contractor shall provide a server-based interpretation software for interpretation of standard and novel PET-CT, SPECT-CT, SPECT cardiac and general NM studies and include tools for standard and novel interpretive tasks. The tasks include but are not limited to quantitative and semi-quantitative measurements including PET volumetric parameters such as total lesion glycolysis and metabolic tumor volume; rigid and deformable registration capabilities for PET, PET-CT, PET-PET, SPECT, and SPECT-CT; analysis of brain SPECT and PET studies that use radiopharmaceuticals to provide insight into brain function�these are at minimum to be applicable to neurologic images of ioflupane, HMPAO, ECD, beta-amyloid, and FDG. The provided technologies should have and use actively validated neurologic databases for these radiopharmaceuticals, should have code to segment whole-brain images and to segment volumes by several templates and methods; and should have contouring code that includes code for 3D auto-contouring of the liver. This project involves acquisition of the requested server, clients, and software; installation of the requested server, clients, and software; training of physicians and technologists regarding use of the technologies; and support of the technologies.
