Description
GSA�s Public Building Service, New England (Region 1) located at 10 Causeway Street, Boston, MA 02222 has a requirement for a multiple-award IDIQ Contract to provide construction services for various repairs, alterations and renovations to federally owned and leased facilities serviced by the New England Region 1 of the General Services Administration (GSA) and located throughout the States of Connecticut, Massachusetts, Rhode Island, Maine, New Hampshire, and Vermont. GSA plans to issue the official Request for Proposal (RFP) in the 2nd quarter of Fiscal Year 2023. The procurement will be 100% set aside for small business. The period of performance will be one (1) base year and four (4) one-year options. The anticipated award date for this procurement is August 2023. The estimated price range for the total IDIQ requirement, inclusive of all Geographic Zones and contracts (multiple awards) over the base and all option years is between $100 million and $125 million. The estimated price range for individual Task Orders to be awarded under each contract is between $250,000.00 to the annual prospectus limit. Pre-solicitation Notice: GSA�s Public Building Service, New England (Region 1) will conduct a virtual pre-solicitation conference with interested parties in support of the upcoming procurement for construction services for various repairs, alterations, and renovations to federally owned and leased facilities in New England (Region 1). The purpose of the pre-solicitation conference is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government�s requirements and enhancing the Government�s ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. This exchange of information among industry and the program manager, contracting officer, and other participants in the acquisition process can identify and resolve concerns regarding the acquisition strategy, including proposed contract type, terms and conditions, and acquisition planning schedules; the feasibility of the requirement, including performance requirements, statements of work, and data requirements; the suitability of the proposal instructions and evaluation criteria, including the approach for assessing past performance information; the availability of reference documents; and any other industry concerns or questions. Registration The Pre-solicitation conference will be held virtually on February 14th from 10:00 AM � 11:00 AM EST. Registration for the pre-solicitation conference will close at 12:00 PM (noon) Eastern Standard Time (EST), February 10, 2023. Pre?registration is required in order to gain access to the virtual meeting link and call-in details. Registration is limited to four (4) representatives from each company or group for the pre-solicitation conference. The Government will publish all materials developed or produced as a result of the pre-solicitation conference on FBO. All registration requests pertaining to this announcement shall be directed to adam.katzman@gsa.gov and stephanie.klein@gsa.gov. Registration requests for each individual shall include name, company/organization represented, telephone number, and e-mail address. Pre-solicitation Questions Questions regarding this requirement shall be submitted in advance to adam.katzman@gsa.gov and stephanie.klein@gsa.gov no later than 2:00 p.m. (EST) February 21, 2023. Questions will be allowed during the Pre-Solicitation Conference. The Government may respond to questions after consideration or defer answering questions in writing. These activities are for informational purposes only. Attendance at this event is not mandatory. The government will not reimburse any contractor for expenses related to attendance at any activities.
