Description
1.0 PRODUCT REQUIREMENTS The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Infrastructure Operations (IO), Storage Management Division (SMD), requires hardware and operating system (OS) software maintenance for Dell/EMC VMAX Storage Systems which are currently in use at Austin Information Technology Center (AITC) and Philadelphia Information Technology Center (PITC). The Dell/EMC VMAX hardware and OS software maintenance shall consist of maintenance and technical support via telephone, e-mail, or internet to troubleshoot malfunctioning equipment/components or provide 21replacement equipment/components that restore full operation and accessibility to the original redundant component configuration. In addition, hardware and OS software shall consist of firmware upgrades and updates to include major releases, point releases, service releases and security releases of applicable firmware on a quarterly basis, and/or within 48-hours in cases where a high-risk vulnerability fix becomes available. The period of performance shall consist of a 6-month base period and three (3) 6-month option periods. 1.1 Hardware Maintenance The Contractor shall provide hardware maintenance coverage to repair or replace systems equipment/components that restore full operation and accessibility to the original redundant component configuration. The Contractor shall provide all parts and labor for all repairs and replacements. All maintenance performed under this effort shall provide VA with defective media retention of all hard disk drives and magnetic media. Therefore, VA shall retain all hard drives and recordable media. Under no circumstances shall the Contractor remove hard drives, magnetic tape media, memory, or any other electronic storage from a VA site. All other defective parts become property of the Contractor. Brand name Dell/EMC certified replacement parts/components shall be used to restore the VA Local Area Network equipment to its highly redundant and fully operational state. In the event that Dell/EMC certified replacement parts are no longer commercially available, the Contractor shall provide compatible substitute parts that meet or exceed original specifications. All problem resolutions shall be performed on a continuous effort. Continuous effort means that once notified a problem exists, the Contractor shall give the highest priority to resolution of the problem and work uninterrupted until the problem is resolved. Replacement components may be shipped via carrier to the VA site for local IT system administrator installation for plug-and-play failed items such as hard drives, no later than next business day, at the discretion of the VA. Otherwise, the Contractor shall provide a Dell/EMC certified technician to install the replacement component and demonstrate that the system is restored to its s fully operational state before leaving the site. 1.2 Software Maintenance The Contractor shall provide firmware upgrades, updates to include major releases, service releases and security releases of applicable firmware, and system patches on a quarterly basis, and/or within 48 hours in cases where high-risk vulnerability fix becomes available to the VMAX internal OS. 1.3 Deliverable Support Information Form The Contractor shall complete Attachment A (Deliverable Support Information Form (DSI)) for the brand name Dell/EMC hardware and OS software maintenance support relating to the assets listed in the CLIN table below. This shall include Dell/EMC service call instructions and all information required to obtain Dell/EMC warranty/maintenance support for hardware and OS software maintenance and support service requests. The DSI shall also include, but not be limited to provision to Dell/EMC points of contract names, phone numbers, serial keys, and any other information required to confirm and/or obtain Dell/EMC services. The Contractor shall fill in blocks 15 32 of the DSI form. The DSI form shall be submitted electronically to: VA Program Manager, Contracting Officer Representative, Contracting Officer, and AACLicense@va.gov mailbox. No invoices will be payable until the Contractor delivers the Dell/EMC goods and/or services including the submission of the DSI to show that all Dell/EMC warranty, maintenance and support services, and any other Dell/EMC services specified in the CLIN table below have been purchased from Dell/EMC on the Government s behalf and provided to the Government. (For example: Serial Numbers or License Keys). The Contractor shall provide Original Equipment Manufacturer (DELL) confirmation that all software support or licenses have been purchased. The Contractor shall provide service call instructions to include all information required to obtain maintenance, support or licenses.
