DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 655-23-2-059-0075 Contracting Activity: Department of Veterans Affairs, VISN 10, Aleda E. Lutz VAMC, 1500 Weiss Street, Saginaw, MI 48602 2237: 655-23-2-059-0075 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Procurement of 20 Brewer 6501 High Low, Power exam tables, Clamshell color (21) for several CBOC locations including Indian River CBOC, Cadillac CBOC, and Grayling CBOC. This is a new requirement. Brewer 6501-21 Barrier Free, High Low, Power exam table, Clamshell in color. This make/model is already being used within the facility and our 9 CBOC locations, providing standardization. Each exam table must include the following: power back, 5% pelvic tilt, 60 watt front drawer heater and hospital-grade outlet (standard); 450-lb weight capacity; adjustable stirrups, easy-to-clean, seamless upholstery; return to chair feature on power back model. The Power Exam Table should have the following characteristics: powerback, 5% pelvic tilt, 60 watt front drawer heater and hospital-grade outlet (standard); 450-lb weight capacity; adjustable stirrups, easy-to-clean, Combination of 18 (45.7 cm) low height in seated position and safety grab bars that rotate nearly 180°, Safe Glide leg extension allows caregivers to slide the heavy-duty extension in and out, seamless upholstery; return to chair feature on powerback model. Description of market research conducted and results or statement why it was not conducted: Searched VetBiz using keywords Power Exam Table and NAICS code 339112 Located 63 SD/VOSB vendors matching the search. Spoke to OEM (The Brewer Company LLC.). They advised they have 2 SDVOSB vendors for this product, Corps Medical and VHSS. CS telephoned eligible SDVOSBs to determine interest in this opportunity, and both advised they could meet this requirement. CS did not receive any offers from veteran-owned small business concerns. Searched SBA.gov using keywords Power Exam Table and NAICS code 339112. There were 0 vendors listed. The SBA Rule of Two has not been attained. A Brand Name, unrestricted solicitation will be posted to SAM.gov based on the required Salient Characteristics. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
