- Market Research and Sources Sought Notice for information on capability and availability of potential contractors interested in proposing on a Firm Fixed Price Contract for the fabrication and delivery of lower miter gates (including all appurtenances and spare parts as specified in the plans and specifications). The scope of the work consists of the Contractor furnishing all supervision, labor, materials, and equipment to fabricate, paint, and deliver the miter gates and parts in accordance with plans and specifications. Each set of miter gates contains two leaves.� The Demopolis lower miter gates are approximately 69 feet tall and 62 feet wide weighing a total of approximately 451,000 lbs.� The Coffeeville lower miter gates are approximately 55 feet tall by 62 feet wide weighing a total of approximately 360,000 lbs. �The Demopolis lower miter gates must be delivered by barge to Demopolis Lock on a specified date in July 2025.� The Coffeeville lower miter gates must be delivered by barge to Coffeeville Lock on a specified date in either July 2026 or July 2027.� At both Demopolis and Coffeeville, the Contractor shall be required to take ownership of the old gates and haul them off at the time of delivery of the new gates. At both Demopolis and Coffeeville, the government will offload the new gates and load the old gates onto the Contractor�s barges.� This is a Market Research and Sources Sought Notice only. There is no solicitation available at this time; therefore, do not request a copy of the solicitation.� If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements.� It is the contractor�s responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract.� Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice.� The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Large Business, Small Business, HUBZone, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. �The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 332312, the small business size standard for which is 500 employees. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor�s name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Large Business, Small Business, HUBZone, Section 8(a) contractor, Service-Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on first page of submission. 3. Contractor shall identify the percentage of supply provided in the commercial marketplace and the percentage of supply provided to government agencies. 4. Documentation should be submitted with the following considerations: a. Describe your capability, to include cutting, welding, machining, forging, casting and handling large components, and your experience to follow plans and specifications to fabricate, paint, crate, and deliver lower miter gates. b. Describe your capability to meet the proposed delivery schedule for the lower miter gates. c. Describe factors that may affect pricing, why these factors may affect pricing, how these factors may affect pricing, and what would be a reasonable time period for which your prices can be held firm. � d. Describe how the inclusion of FAR clauses 52.216-3 or 52.216-4 Economic Price Impacts would affect your proposal prices, positive effects and negative effects.� Do you anticipate bidding, regardless of the clause being included? The above requested information shall not exceed a total of five (5) pages in 8.5"" x 11"" format (Times New Roman, 12 point, single-spaced, 1� margins).� Please do not provide standard marketing brochures or catalogs.� Responses will be evaluated on the basis of demonstrated functional capability.� Responses are due no later than 03 February 2023, 2:00 p.m. CST.� Responses received after this date and time may not be reviewed.
